Fake mobilizations and illegal removals: In three regions, manipulations with military registration are investigated, suspicions declared
Officials of the territorial recruitment centers in Zakarpattia, Bukovina and Volyn are suspected of manipulating military registration. Two separate criminal proceedings are involved.
Law enforcement officers reported uncovering violations in the work of territorial recruitment centers in three regions. In Zakarpattia, at least 1,577 persons liable for military service could have been illegally removed from the register, while in Bukovina and Volyn data on more than 120 fictitious mobilizations were entered into the "Oberig" database.
According to the investigation, the scheme in Zakarpattia was organized by the former head of the Mukachevo district TCC and SP and his subordinate responsible for military accounting and reservation. It operated during 2022-2024.
False information was allegedly entered into military-accounting, medical and other documents, on the basis of which men were declared unfit for service. For such a "service", according to the investigation, they charged from $5,000 to $10,000.
In total, at least 1,577 people could have been groundlessly removed from military registration. Of these, 1,142 were allegedly discharged on health grounds.
Investigators also established that in August 2024, the then head of the TCC drew up a fictitious report and destroyed medical certificates, decisions of medical-examination commissions and other documents that had to be kept for 75 years.
The information was partially restored based on data from the National Health Service, witness testimonies and examination results. As of the date of notification, 120 persons have already been reinstated in military registration. Two former officials were declared under suspicion.
Another proceeding involves the former head of a district TCC in Bukovina, as well as an acting head and the current head of a district TCC in Volyn.
According to the investigation, the officials entered false information into the "Oberig" register in order to artificially inflate the performance indicators of mobilization plans.
In Bukovina, records of at least 73 non-existent persons liable for military service were created. In Volyn, 48 people who were already undergoing military service at that time were registered as supposedly newly mobilized.
Three officials are charged with unauthorized actions with information in automated systems and official forgery. A court set bail for the former head of the TCC in Bukovina, while the issue of pretrial restrictions for other suspects is under consideration.
According to the Constitution of Ukraine, persons are considered innocent until their guilt is proven by a guilty verdict of a court.
