EU introduces new vehicle recycling requirements - key changes

On August 13, a new regulation entered into force in the European Union, establishing requirements for vehicles at all stages of their life cycle - from design and production to dismantling, reuse of parts and recycling.

However, most provisions of the document will start applying from September 1, 2028. Until then, the current directives on end-of-life vehicles will continue to apply in the EU.

New cars must be designed to be easier to repair and dismantle, and parts and materials can be reused or recycled. The regulation also provides for digital records of vehicles and electronic certificates of destruction.

From 2032, at least 15% of plastic in new cars must be recycled. In 2036, this share will be increased to 25%. The European Commission will also set separate standards for the use of recycled steel and aluminum.

Manufacturers will bear financial and organizational responsibility for the collection and proper recycling of vehicles after the end of their service life. Owners will be able to hand over such vehicles to authorized facilities free of charge.

Control over the export of used vehicles is also being strengthened. From 2031, only vehicles that are in working order will be allowed to be exported outside the European Union. Vehicles classified as waste cannot be resold as used or sent to other countries.

The rules will apply in full to passenger cars and light commercial vans. For trucks, buses, motorcycles and special vehicles, some requirements will be introduced gradually.
