Three oblasts expose nearly 450 fake mobilizations
Law enforcement announced the exposure of large-scale manipulations with mobilization data in Chernivtsi, Ternopil and Zakarpattia oblasts. According to the investigation, officials of territorial centers of recruitment and social support entered false information into the "Oberig" register about 446 allegedly mobilized citizens.
This was reported by the Office of the Prosecutor General. Suspicions were served on two former heads of district TCCs in Chernivtsi and Ternopil oblasts, as well as on seven members of an organized group in Zakarpattia.
According to the investigation, the suspects used official access and their own qualified electronic signatures to enter false information into "Oberig". In this way, they could artificially inflate the indicators of mobilization task fulfillment.
329 fake mobilizations counted in Zakarpattia
The largest scale was recorded in Zakarpattia. According to the prosecutor's office, the then 36-year-old deputy head of a district TCC organized a group that included heads and operators of the center.
The investigation believes that information about people who had already been mobilized was entered into "Oberig". Documents were issued for them as if they had undergone a second military-medical commission and a new conscription. In total, law enforcement documented 329 fake mobilizations in this way.
99 records entered in Bukovyna, 18 in Ternopil region
In Chernivtsi oblast, a 35-year-old former head of a district TCC is suspected of entering false data on the mobilization of 99 people into the register from January to March 2026. In some cases, according to the investigation, fictitious personal data was used.
In Ternopil region, a 39-year-old former head of a district TCC allegedly processed another 18 people as newly mobilized in March. Among them, law enforcement found a dead serviceman and a military serviceman in Russian captivity.
In total, the prosecutor's office speaks of 446 cases of fake mobilization in three oblasts. The suspects' actions were qualified, in particular, as unauthorized actions with information in automated systems and official forgery. The final legal assessment of their actions is to be given by the court.
Manipulations with military records were detected earlier
This is not the first case when law enforcement reports artificial adjustment of mobilization statistics. Earlier, Kurs of Ukraine wrote about separate proceedings in Zakarpattia, Bukovyna and Volyn. At that time, it concerned both illegal removal of conscripts from records and entering fictitious data into "Oberig" to inflate mobilization indicators.
In particular, in that proceedings in Bukovyna, the investigation reported at least 73 entries regarding non-existent conscripts, and in Volyn, 48 people who had already been in military service were included in the number of supposedly newly mobilized. In another scheme in Zakarpattia, at least 1577 conscripts could have been groundlessly removed from military records.
The problem goes beyond manipulations inside TCCs. Kurs of Ukraine also reported that the police investigated more than 20 thousand criminal proceedings related to evasion of mobilization. This shows a much wider scale of violations around military records, mobilization and attempts to avoid conscription.
At the same time, a notice of suspicion does not mean proof of guilt. According to the principle of the presumption of innocence, suspects are considered innocent until a court establishes their guilt by a conviction.
