NBU demands change of Sense Bank supervisory board head after anti-corruption investigation

The National Bank of Ukraine has declared Mykola Hladyshenko, chairman of the supervisory board of Sense Bank, as not meeting the independence requirements established by law. His powers as a member of the supervisory board are to be terminated.

The NBU emphasizes that it is about termination of powers, not temporary suspension. The regulator also demanded the bank's shareholders take immediate necessary measures and elect a new member of the supervisory board.

The NBU launched a review of Hladyshenko's compliance with independence criteria after the release in May 2026 of materials known as the "Mindich tapes." The NBU notes that the public materials at that time were insufficient for a regulatory decision, so the bank twice requested materials of the pre-trial investigation from NABU and SAPO.

Law enforcement agencies did not provide them due to restrictions of the pre-trial investigation, after which the NBU continued its own review. During this period, Hladyshenko voluntarily stepped aside from executing his powers.

The situation changed after NABU released materials of the operation "Forrest Gump." According to the NBU, they contain new facts about Sense Bank and its officials, which were sufficient for a decision on Hladyshenko's non-compliance with independence requirements.

Earlier NABU reported about a scheme involving Sense Bank and UAH 150 million for bail payment. After the release of these materials, the situation regarding the governing bodies of the state bank developed further.

Separately, the National Bank opened administrative proceedings regarding the collective suitability of the entire supervisory board of Sense Bank. The regulator believes that the released materials give grounds to check whether Hladyshenko's self-recusal was actual, and whether other members of the supervisory board responded appropriately to the situation.

Based on the results of these proceedings, the NBU will determine possible consequences for the entire supervisory board. The regulator also stated it will continue to study new facts and cooperate with law enforcement agencies.

Earlier, the Cabinet of Ministers adopted a decision regarding the management of the supervisory board of Sense Bank and initiated further personnel changes.
