Rada fails to strengthen punishment for speeding
The Verkhovna Rada did not support two draft laws that provided for strengthening drivers' responsibility for speeding and other dangerous traffic violations.
People's Deputy Yaroslav Zheleznyak reported on the voting results on September 16. According to his data, the basic draft law No. 15348 was supported in the first reading by 225 deputies - one vote short of a decision. The alternative No. 15348-1 received 198 votes.
The day before, the parliament had already held two signal votes on No. 15348: first the document received 221 votes, and during a repeat vote - 210. After that, the Chairman of the Verkhovna Rada announced a break and said that the parliament would continue consideration of the draft law the next day directly from voting.
The main draft law No. 15348 proposed introducing a separate scale of responsibility depending on the amount of speeding. For exceeding by more than 20 km/h, a fine of 680 UAH was envisaged, more than 40 km/h - 2040 UAH, more than 60 km/h - 2720 UAH, and more than 80 km/h - 3400 UAH.
A significantly larger fine was proposed for systematic violators. If a driver had been held liable five or more times within a year for exceeding by more than 60 or 80 km/h, the next such violation was to cost 17,000 UAH. This is exactly the grading laid down in the text of No. 15348.
The alternative draft law No. 15348-1 was stricter. It proposed lowering the threshold after which liability for speeding arises, from more than 20 to more than 10 km/h. For exceeding by more than 10 km/h, the fine was to be 1700 UAH, more than 40 km/h - 2550 UAH, more than 60 km/h - 3400 UAH, more than 80 km/h - 5100 UAH.
The document also provided for strengthening punishment for systematic violations. For repeated significant speedings, the fine could reach 17,000 UAH, and for a subsequent violation after such a penalty - additionally deprivation of the right to drive a vehicle for a period from six months to a year.
Besides speed, No. 15348-1 proposed harsher punishment for repeated violations of the rules for crossing pedestrian crossings and intersections, overtaking and oncoming passing, driving through a red traffic light, and failure to give priority to pedestrians. For a repeated such violation, a fine was envisaged, and for the next one - a fine with deprivation of the right to drive for up to a year.
A separate block of the alternative draft concerned fatal road accidents. It provided for mandatory deprivation of the right to drive for a period from three to eight years in cases where a traffic violation caused death or serious bodily harm. For a repeated fatal offense, imprisonment for 8-12 years with a ban on driving for 12-15 years was proposed.
The issue of strengthening liability for speeding was actively discussed after a series of resonant fatal road accidents. According to the Patrol Police, in 2025 there were 25,934 road accidents with casualties in Ukraine, in which 3,249 people died. Exceeding the safe and established speed was the cause of 40.8% of accidents with severe consequences.
Separately, the police reported that in 2025, 10,599 road accidents with severe consequences related to speed were recorded: 1,718 people died and 12,980 were injured.
