In Russia after night attacks, oil refinery and defense plant damaged

On the night of September 25, drone attacks hit at least four large industrial enterprises in Russia. According to Astra, the targets included the Lukoil-Permnefteorgsintez oil refinery in Perm, the Iskra Plant enterprise in Ulyanovsk, and Voronezhsintezkauchuk. The authorities of Rostov Oblast separately confirmed damage to the Novoshakhtinsk oil products plant, which temporarily suspended operations.

In Perm Krai, Governor Dmitry Makhonin confirmed an attack on an industrial enterprise without naming it. According to him, there were no casualties reported initially. Astra, after analyzing footage from the scene, identified the target as Lukoil-Permnefteorgsintez, one of Russia's largest refineries capable of processing over 13 million tons of oil per year.

This enterprise has been attacked before. Astra reports that in late August, a primary atmospheric-vacuum distillation unit at the refinery was likely damaged. Monitoring channel Exilenova+ also published footage of a fire on the enterprise's territory on the morning of September 25.

In Ulyanovsk, according to OSINT analysis by Astra, the scientific-production enterprise "Iskra Plant" was attacked. It is part of the Almaz-Antey concern and produces semiconductor devices, microwave components, and other electronics, some of which are supplied to the Russian military-industrial complex.

Ulyanovsk Oblast Governor Alexei Russkikh reported damage to industrial and civilian infrastructure. According to him, eight people were injured in the attack—seven adults and one child. Russian authorities did not officially name the enterprise that was hit.

Another target, according to Astra, was the enterprise "Voronezhsintezkauchuk," which belongs to Sibur and produces synthetic rubbers and thermoplastic elastomers. Voronezh Oblast Governor Alexander Gusev stated that 88 drones were destroyed over the region overnight, according to the Russian side. In Voronezh, four people were injured, and residential, non-residential, and industrial buildings were damaged.

In Rostov Oblast, the Novoshakhtinsk oil products plant was damaged. Governor Yuri Slyusar stated that after the attack, the enterprise temporarily stopped operations, with no casualties. According to him, about 50 drones were destroyed over the region during the night.

The Novoshakhtinsk plant is one of the major oil refining enterprises in southern Russia and has been repeatedly attacked. Russian authorities have previously acknowledged that strikes on refineries in the region affected production and export of petroleum products.

At the time of publication, the Ukrainian side had not officially reported these strikes nor claimed responsibility for the attacks.
