Russia plans record increase in electricity tariffs since 2009

Russian authorities have included in the new macroeconomic forecast the strongest increase in electricity tariffs for the population in almost two decades. In 2027, they plan to index them immediately by 14.4% - the largest increase since 2009.

In 2028, tariffs should grow by another 12.1%, and in 2029 - by 10.1%. According to calculations by The Moscow Times based on the forecast of the Ministry of Economic Development of the Russian Federation, the cumulative increase over three years will be about 41.1%.

The new figures significantly exceed the previous plans of the Russian authorities. In the May forecast for 2027, an increase of 8.6% was expected, for 2028 - 9.1%, and for 2029 - 5%.

At the same time, Russian energy companies are seeking the opportunity to include in tariffs additional costs for the protection and restoration of power plants after drone attacks. Such a proposal was put forward in September by the Energy Producers Council - an industry association whose members control about 90% of the installed generating capacity of the Russian Federation.

It concerns the creation of a separate mechanism for financing costs for improving the safety of energy facilities and their restoration. It is proposed to take such costs into account in the capacity surcharge paid by energy market consumers.

However, there is no direct confirmation that these costs caused the planned tariff increase of 14.4%. The new macro forecast and the proposals of energy companies regarding financing infrastructure protection are separate decisions, although they are being formed against the backdrop of rising costs in the Russian energy sector.

The price increase will affect not only electricity. According to the new forecast, the total payment for housing and communal services in Russia in 2027 is planned to be increased by 11%, in 2028 - by another 8.6%, and in 2029 - by 7.6%. Gas should rise in price by a total of 26.8% over three years, heating - by about 27.2%, water supply - by 25.4%.
