Zaporizhzhia company receives UAH 2.1 billion for protection of roads and energy facilities
LLC "Construction Company "Kalmius" received two large government orders totaling about UAH 2.14 billion — for anti-drone protection of roads in Zaporizhzhia region and construction of protective structures at two energy facilities in Dnipropetrovsk region.
This is according to an analysis of the largest procurements for September 20-26, published by the outlet "Nashi Groshi". During this period, about 74,000 procurement notices worth UAH 46.86 billion were published in the Prozorro system.
The larger of Kalmius's two contracts — UAH 1.105 billion — was concluded by the Restoration and Infrastructure Development Service in Zaporizhzhia region. It provides for operational maintenance of state roads in the territory controlled by Ukraine with installation of anti-drone protection.
"Nashi Groshi" drew attention to the cost of individual works in this contract and compared them with similar contracts in Kharkiv region. According to the outlet's calculations, installation of metal supports in the Zaporizhzhia contract costs about three times more, installation of protective mesh is also three times more expensive, and installation of metal wire tensioning systems is about one and a half times more expensive.
At the same time, as the outlet notes, there were no competitors in the procurement, and Kalmius got the contract. The mere fact of price difference does not automatically indicate violations: the final cost may depend on the characteristics of the facilities, conditions of work execution, logistics, and other parameters. However, "Nashi Groshi" considers the difference significant enough to draw attention to it.
Another UAH 1.031 billion the company received from the Restoration and Infrastructure Development Service in Dnipropetrovsk region. It concerns design and reconstruction of two facilities, each contract worth about UAH 515 million. According to "Nashi Groshi", these are protective structures for two energy facilities of "DTEK Dniproenergo".
These orders were issued without competitive tender procedures within regional resilience plans. The outlet notes that according to government regulations, part of the information about such contracts is not published for security reasons, so it is currently impossible to compare in detail the cost of construction materials in these two projects.
"Kalmius" itself was registered in Zaporizhzhia in 2025. According to "Nashi Groshi" estimates, over about a year and a half the company received orders totaling UAH 5.6 billion through the public procurement system, of which about UAH 2.14 billion are for the two current contracts for protection of roads and energy infrastructure.
The outlet separately notes that new large orders for the company were concluded after Ivan Fedorov headed the Recovery Agency in early September. At the same time, the mere temporal coincidence does not indicate a causal relationship between his appointment and the procurement results.
