Government opens loans up to UAH 1 billion for war-damaged business

Ukrainian enterprises will be able to attract up to UAH 1 billion in concessional financing for the restoration of facilities damaged by Russian attacks and increasing their resilience. The program has been expanded to fuel and warehouse logistics, processing industry, trade, and distributed generation.

The new conditions of state support were announced by the Ministry of Economy and Environment of Ukraine. They are provided for by amendments to government resolutions No. 594 and No. 1541.

The maximum loan amount will be up to UAH 1 billion per business entity, including related parties. The minimum financing amount is UAH 100 million, and for projects in areas of possible or active hostilities — UAH 30 million.

The state will compensate enterprises 5.5 percentage points of the annual interest rate. At the same time, the base bank rate from which the compensation is calculated should not exceed 18% per annum.

What business can get financing for

The updated program covers not only the restoration of already damaged or destroyed facilities. Funds can also be directed to measures that should reduce the consequences of possible new attacks.

In particular, enterprises will be able to finance the construction of underground tanks, deepening of technological equipment, restoration and construction of distributed generation facilities, fuel and warehouse logistics, and processing industry enterprises.

For wholesale and retail trade companies, there is an opportunity to replenish working capital if they lost inventory due to Russian attacks.

The Ministry of Economy explained the expansion of the program by a sharp increase in strikes on business infrastructure. According to the ministry, since the beginning of 2026, 293 attacks on Naftogaz group facilities have been recorded. In addition, since the end of August, about 2.1 million sq. m out of approximately 5 million sq. m of modern warehouse space in Ukraine have been damaged or destroyed.

Ministry of Economy wants to increase compensation for war losses

Separately, the ministry proposes to create a special budget fund to compensate businesses for losses from war risks. The concept provides for the possibility of compensation up to $10 million, but this mechanism is still being developed and has not yet been launched.

During a survey of participants of the Ministry of Economy seminar, 81% of 79 respondents called the current maximum compensation for property losses of UAH 30 million insufficient. 63% supported an increase in coverage to $10 million, another 24% — to $5 million.

Earlier, the government had already expanded the war risk insurance program for businesses. Kyiv and Kyiv region were included in the high-risk territories, the maximum insurance premium compensation was increased to UAH 5 million per year, and the list of property that can receive support was supplemented with fuel and transport for its transportation.
