Cabinet allocates over half a billion to protect digital systems of government agencies

The Cabinet of Ministers has allocated 518.3 million hryvnias to strengthen the backup information systems of government agencies. The funds are intended to increase the resilience of state digital services to Russian shelling and cyberattacks.

This was announced by Prime Minister Serhiy Koretsky. The money is planned to be directed to the creation of geographically separated backup environments and sites, cloud infrastructure, server hardware, software, as well as backup and data recovery systems.

Such infrastructure should allow government agencies to restore information systems faster in case of damage to main sites and continue providing digital services during attacks.

The decision was made after a series of Russian strikes on Ukrainian digital and telecommunications infrastructure. On September 23-26, data centers and equipment of several telecom operators and internet providers were damaged in Kyiv. In some districts, there were interruptions in internet and other services.

In particular, after the attack on September 25, the company "Datagroup" reported damage to its data center. Client data was preserved, and services continued to operate from backup sites. This case demonstrated the importance of having backup infrastructure prepared in advance to maintain the operation of digital systems after physical damage to facilities.

President Volodymyr Zelenskyy also said after the attacks that the protection of data centers and other critically important communication facilities was discussed at a meeting of the Supreme Commander-in-Chief's Staff. According to him, the authorities made decisions to strengthen their protection.

The Prime Minister previously noted that when protecting digital infrastructure, the state proceeds from the most severe scenarios. Some systems should have physically remote backup sites, others should be hosted in cloud infrastructure or outside the main facilities, so that the damage of one node does not lead to the shutdown of government services.
