Kyiv resumes construction of the Great Ring Road: new contract costs 319 million UAH
In Kyiv, after a multi-year break, construction of the Great Ring Road on the section near Bohatyrska Street is being resumed. The municipal enterprise "Directorate for Construction of Road and Transport Facilities of Kyiv" has signed a contract with LLC "KP "Shliakhbud Invest" for 319.46 million UAH.

The new contract provides for the completion of the first launch complex of the Great Ring Road on the section from Marshal Rokossovsky Avenue to Bohatyrska Street. The work is to be completed by April 30, 2027.
In particular, the contractor is to complete an underground pedestrian crossing, an overpass across the railway and an overpass across Bohatyrska, relocate 10 kV cables, perform road works, landscaping and arrange traffic management.
This is the first new tender for construction works on the Great Ring Road after the start of the full-scale invasion. Construction of this section has been ongoing for many years. Back in 2016, the contract for 325.91 million UAH was awarded to LLC "Eko-Bud-Trade". Subsequently, the cost of the main contract was increased to 718.73 million UAH, and in 2020 the company received another 354.19 million UAH for additional works.
In 2021, the deadlines were extended due to lack of funding, and in 2022-2023 - due to damage to the facility as a result of hostilities and the need to adjust the project. The previous contract was finally closed in December 2024.
The new contract is financed from the Kyiv budget. For 2026, 29.75 million UAH is provided, with the main part of the funds planned to be spent next year. The contract also allows advance payment by decision of the main manager of budget funds.
Only one bidder came to the tender - "Shliakhbud Invest", so the company received the contract without price competition. According to "Nashi Hroshi", since 2021 the firm has received state and municipal contracts of approximately 1.06 billion UAH, and the current contract is the largest for it.
Journalists also drew attention to the prices of certain building materials in the estimate. For example, crushed stone-sand mixtures C-5 and C-7 are set at 1,724 UAH per cubic meter, while the average August monitoring prices in Kyiv region were 896 and 875 UAH respectively.
River sand in the estimate is taken into account at 1,190 UAH per cubic meter compared to the average monitoring price of natural ordinary sand in Kyiv region at 535 UAH. Crushed stone of 40-70 mm fraction - at 1,709 UAH per cubic meter with an average index of 768 UAH.
At the same time, not all items of the estimate are more expensive than monitoring prices. For example, galvanized metal road barrier is set at 96 thousand UAH per ton, while the average price in Kyiv region is 153 thousand UAH. Fine-grained asphalt concrete is mainly taken into account at 6,600 UAH per ton compared to the average regional index of 7,906 UAH. Therefore, these comparisons alone do not mean an established overpricing of the entire contract.
To confirm experience, "Shliakhbud Invest" submitted a 2025 contract for major repairs of sections for honorary burials at the Lisove Cemetery in Kyiv worth 298.53 million UAH. "Nashi Hroshi" note that law enforcement agencies are investigating the circumstances of implementation of this contract. This refers to criminal proceedings, not to a court-established violation on the part of the company.
