The NBU wants to simplify currency transaction licensing for financial companies and pawnshops

The National Bank proposes to simplify the process for non-bank financial institutions to obtain licenses for certain currency transactions. The changes will affect financial companies and pawnshops that lend to individuals.

This was reported by the National Bank of Ukraine, which published the relevant draft resolution.

This concerns a currency transaction license that permits lending hryvnia to non-resident individuals.

The NBU proposes to allow financial companies and pawnshops to obtain this license simultaneously with the license for their main activity or during the expansion of its scope, if it includes the right to provide funds and bank metals on credit.

In this case, the documents for obtaining both permits will be reviewed by the National Bank within one administrative proceeding. There will also be no need to separately submit some of the documents currently required under the general procedure for licensing currency transactions.

Simplification is also provided for companies already operating in the market. Financial institutions that have the right to provide funds and bank metals on credit, as well as pawnshops, will be able to apply for a currency license under a simplified procedure within six months after the resolution enters into force.

The NBU explains the changes by the need to improve the licensing procedure for non-bank financial institutions while maintaining oversight of their compliance with currency legislation.

So far, this is only a draft regulation. The National Bank will accept comments and proposals to it until October 11, 2026.
