Ukraine and EU determine budget and defense funding for 2026

Ukraine and the European Union have announced that they have identified sources to cover the country's budgetary and defense needs in 2026. The parties also agreed on the steps necessary for timely provision of funding.

This is stated in a joint statement by the European Commission and Ukraine dated October 1, the text of which is reported by Ukrainska Pravda.

The document notes that the decision was the result of coordinated work between Ukraine and European partners. It is not about transferring the entire required amount at once, but about defining mechanisms and sources that should ensure financing of budgetary and defense expenditures.

One of the main instruments remains the Ukraine Support Loan program with a volume of up to 90 billion euros for 2026–2027. According to the previously approved mechanism of the European Commission, in 2026 Ukraine may be granted up to 45 billion euros.

Of this amount, up to 16.7 billion euros is earmarked for budget support, and up to 28.3 billion euros for support to Ukraine's defense capabilities. The defense component funds, in particular, may be used for purchases of weapons and defense products, as well as development of Ukraine's defense industry.

Ukraine and the EU also agreed to accelerate the preparation of financing for 2027. This concerns another 45 billion euros under the Ukraine Support Loan, but the provision of these funds will depend on the fulfillment of the conditions stipulated by the program.

In addition, the parties intend to begin an assessment of Ukraine's additional budgetary and defense needs. Other international partners were called upon to fulfill previously taken financial commitments and increase support given the scale of war-related expenditures.

To monitor the implementation of the agreements, representatives of Ukraine and the EU decided to hold coordination meetings monthly.

Earlier, the EU Council finalized the approval of the Ukraine Support Loan mechanism of 90 billion euros for financing Ukraine's most urgent budgetary and defense needs in 2026–2027. A significant part of the assistance planned for 2026 has already been allocated between budget support and financing of the defense sector.
