MP Honcharenko proposed moving to phased agreements with RF to stop strikes

People's Deputy Oleksiy Honcharenko proposed that Ukraine move to phased agreements with Russia and admitted the possibility of supporting the lifting of some sanctions in exchange for stopping long-range strikes on Ukrainian territory, unblocking the Black Sea, and other concessions from Moscow.

A series of corresponding statements appeared on October 2 in Honcharenko's Telegram channel. The deputy presented his own vision of possible negotiations to end the war. This is his personal proposal: currently there is no data that it is the official position of the "European Solidarity" faction, to which Honcharenko belongs.

As one of the first steps, he proposed making agreements on stopping certain types of attacks. In particular, the deputy called for negotiations on renouncing strikes on ports, enterprises, schools, hospitals, residential buildings, and bridges.

According to his plan, Ukraine could also offer to support easing sanctions against Russia in exchange for stopping long-range strikes, unblocking shipping in the Black Sea, and narrowing active combat operations. At the same time, Honcharenko acknowledged that lifting restrictions would increase Russia's revenues and its ability to finance the war.

Arguing the need to change the approach, the deputy stated that Ukraine's economic situation is worsening, with losses of people and businesses, and dependence on external financing. As one example, he cited the halt in steel smelting. Earlier, Oleksandr Vodoviz, head of the CEO office of "Metinvest," indeed reported that in September there was a week during which Ukraine for the first time in about a hundred years did not smelt a single ton of steel.

Separately, Honcharenko proposed returning to discussing Ukraine's neutral status. In his opinion, Kyiv could send a signal of readiness to talk on this topic, while continuing cooperation with NATO, rearming the army, and trying to obtain long-term European funding for the Ukrainian Defense Forces.

The deputy also spoke in favor of negotiations on humanitarian and domestic political issues that Russia uses in its demands to Ukraine, in particular regarding language, religion, and historical memory. At the same time, the specific terms of possible compromises, according to him, should be determined during negotiations.

The most difficult territorial issue – Donbas – Honcharenko proposed to leave for a later stage. Among possible models, he named cessation of hostilities along a certain line, creation of a neutral zone, withdrawal of Russian and Ukrainian troops, and international control over such territory, in particular with UN participation.

According to the deputy, the key should be precisely the phased approach: first the sides agree on individual types of strikes and other limited issues, verify the implementation of agreements, and then move on to more complex topics.

Honcharenko also stated that he considers Ukraine's current military strategy insufficient and does not expect a military victory by either side. This is the political assessment of the deputy himself, not an established fact.
