Drone component manufacturers halt lines due to reservation issues
Some Ukrainian manufacturers of drone components and radio-electronic warfare systems faced operational disruptions after the rules for determining critically important enterprises were revised. At some companies, production lines were halted for several weeks due to the need to re-confirm the status and urgently re-book key specialists.
Forbes Ukraine writes about the problems in the market, citing representatives of defence tech and the state sector. According to the publication, one of the large drone manufacturers reported that its electronic components production enterprise has been idle for about a month.
The problem arose after a large-scale review of the status of critically important enterprises. In May, the government changed the rules, and state agencies had until September 1 to re-check existing decisions. As the Ministry of Defence explained, defence industry enterprises needed to confirm compliance with the new requirements in order to retain the ability to book conscripted workers.
For most defence enterprises, simplified re-confirmation was provided for. Meanwhile, companies that had obtained critically important status due to BRAVE1 grants had to re-submit the full package of documents. Without confirmed status, an enterprise loses the basis for booking employees.
For the defence industry, the consequences of such delays are particularly sensitive. The Ministry of Defence directly notes that uninterrupted operation of defence industry enterprises affects the supply of weapons to the military. Critically important defence companies under the current mechanism can book up to 100% of the required conscripted workers.
At the same time, the personnel problem arose at a time when Ukraine is trying to further increase the production of drones. According to the Ministry of Defence, 95% of drones purchased for the Defence Forces through the Defence Procurement Agency DOT are already produced in Ukraine. In the first half of 2026 alone, the agency signed contracts for drones worth UAH 333.6 billion - twice as much as in the same period last year.
At the same time, the personnel risk is compounded by another issue - the need to provide manufacturers with funds as early as this autumn for the production of drones for the beginning of 2027.
As reported earlier, President Volodymyr Zelenskyy warned that about a third of Ukraine's additional defence funding needs of $27 billion relate specifically to drones needed in January-March of next year. They need to be ordered and paid for as early as October-November.
In late September, the Ministry of Defence raised the same issue with EU countries. According to the ministry, about a third of the additional defence need of $27 billion is advance payment for drones for the beginning of 2027. Manufacturers need funds in the autumn to be able to purchase components and fulfil future orders.
Thus, the Ukrainian drone market simultaneously depends on two resources - retention of key engineers and production personnel and timely financing of new contracts. Disruptions in either of them can directly affect production rates in the first months of 2027.
