A new tranche from the European Union has been received into the budget of Ukraine
Україна received €2.9 billion from the European Union under the Ukraine Facility programme. The funds have been received after fulfilling the next part of the obligations stipulated by the Ukraine Plan.
This was announced by Prime Minister Sergiy Koretskyi.
To receive the payment, Ukraine fulfilled ten indicators planned for the first and second quarters of 2026, as well as part of the requirements carried over from previous periods. Three of the necessary steps were completed ahead of schedule.
The obligations concerned, in particular, the banking sector, energy, agricultural policy, and transport, as well as other reform areas enshrined in the Ukraine Plan.
Koretskyi emphasised that amid the difficult situation with public finances, the inflow from the EU is important for financing key budget expenditures. According to him, external budget support also allows directing a larger part of Ukraine's domestic resources to defence.
At the same time, the Prime Minister noted that the state's financing needs remain significant. The government must accelerate the adoption of decisions necessary for receiving subsequent payments, and in parallel is working with the Verkhovna Rada on draft laws stipulated by international agreements.
The decision on this tranche was made earlier. On 24 September, the EU Council agreed on the eighth regular payment to Ukraine under the Ukraine Facility. At that time, the European Union confirmed the fulfilment of ten necessary steps.
Almost €800 million of the current payment is being financed for the first time from the new Ukraine Support Loan. After this tranche, the total volume of budget support raised by Ukraine through the main component of the Ukraine Facility exceeds €32 billion.
The Ukraine Facility operates in 2024-2027 and provides for about €50 billion in support in the form of grants and loans. A significant part of the payments is tied to the implementation of reforms and investment steps defined by the Ukraine Plan.
President Volodymyr Zelenskyy thanked the European Commission and EU countries for the transfer of funds. He called the financing timely for supporting Ukraine's macroeconomic stability and defence capability.
