The team of Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi has prepared a strategic document that should define the goals and further actions of the Ukrainian army in the war. It has been under review by the National Security and Defense Council for several weeks.

This is reported by "Ukrainska Pravda" citing two high-ranking interlocutors. The outlet calls the document, probably the first of its kind, a "war plan".

According to UP, its task is to answer two key questions: what exactly the Ukrainian army must do to preserve Ukraine and within what timeframes the relevant tasks must be performed.

The emergence of such a document should eliminate one of the problems that military commanders have repeatedly drawn attention to in conversations with journalists - the lack of a long-term strategic vision that would allow planning actions at various levels based on the overall ultimate goal.

According to one of the publication's interlocutors in the corps leadership, the army needs a strategy for decades ahead so that commanders understand the direction of development and the tasks for which they need to prepare their units.

Moreover, the document concerns not only general strategic goals. It also examines specific approaches to conducting defense and organizing combat operations.

In particular, according to UP, the authors raise the question of the expediency of the current model of the first line of defense - when individual military personnel actually perform the role of observers, providing units with information, but have limited capabilities for direct combat.

The preparation of the strategic document is taking place in parallel with changes in the command and control system of the Armed Forces. After his appointment as Commander-in-Chief, Drapatyi emphasized decentralization of command and abandonment of constant manual control over brigades and corps.

According to UP, the commander-in-chief is increasingly focusing on strategic and systemic issues, while direct management of combat operations is transferred to the commanders of the relevant troop groupings.

So far, the NSDC has not publicly announced the approval of this document. It is also unknown whether it will undergo changes following the review and when it may be finally approved.
