NABU sent the "Clean City" case on Kyiv land to court

NABU and the Specialized Anti-Corruption Prosecutor's Office sent the "Clean City" case concerning alleged land corruption in Kyiv to court. There are nine defendants in the case; three more individuals involved have already been convicted.

The National Anti-Corruption Bureau of Ukraine reported this on October 6, according to.

According to the investigation, a criminal organization effectively took control of land decisions by the capital's authorities in order to obtain valuable plots for development. The group, as NABU alleges, included officials of the Kyiv City State Administration and deputies of the Kyiv City Council.

One of the mechanisms was the so-called "toilet scheme". A primitive structure was registered on a land plot, after which the land was attempted to be obtained outside of a competition - allegedly to service this real estate.

According to NABU, during 2023-2024, the scheme participants planned to seize land of the territorial community of Kyiv worth over 70 million UAH. Anti-corruption bodies claim that the implementation of these plans was prevented.

The investigation also established that members of the organization used means of conspiracy: special communication, pseudonyms and counter-surveillance.

The large-scale "Clean City" operation was conducted by NABU and SAPO in February 2025. As Kurs wrote, among the individuals involved in the investigation at that time were named former Kyiv City Council deputy Denys Komarnytskyi, deputy head of the KSCA Petro Olenych, and head of the land commission of the Kyiv City Council Mykhailo Terentyev.

In January 2026, NABU and SAPO announced the completion of the pre-trial investigation. The transfer of the indictment to court became the next procedural stage of the case.

NABU emphasizes that the accused are considered innocent until their guilt is proven in court and established by a guilty verdict.
