Diia launches remote dismissal from enterprises in occupied territories
Ukraine has launched a new electronic service that allows remote dismissal from enterprises located in the temporarily occupied territories (TOT). From now on, Ukrainians can officially terminate employment without going to court or personal contact with the employer.
The launch of the service was announced on October 9 by the Ministry of Digital Transformation of Ukraine. The corresponding service became available in the Diia app through the "Horizon.Work" platform.
The service is intended for citizens who, due to the Russian occupation, have lost contact with their employer, but according to state registries are still officially in an employment relationship with the enterprise.
Such circumstances can complicate new employment, obtaining unemployed status, and access to state support programs.
After official dismissal, citizens will be able to get a new job, register as unemployed, apply for monthly assistance, and qualify for grants for retraining or starting their own business. Receipt of payments and grants will depend on meeting the conditions of the respective programs.
Who can use the service
Remote dismissal is available to adult citizens of Ukraine who, according to the Pension Fund, are officially employed.
To submit an application, the following must be displayed and verified in the Diia app:
- registration number of the taxpayer's account card (RNOKPP);
- ID card or biometric passport.
Minors, foreigners, and stateless persons will not be able to use the service. Also, submitting an application will be unavailable if the Pension Fund has no information about official employment or the necessary documents are not displayed in Diia.
How to quit a job through Diia
To terminate employment, several actions must be taken in the app:
- Log in to Diia.
- Open the "Services" section and go to "Horizon.Work".
- Select the service "Dismissal from work in TOT".
- Read the information and click "Submit application".
- Choose the enterprise from which to resign and indicate the type of employment contract.
- Check or provide contact details.
- Check the information and sign the application.
If a person is simultaneously officially employed by several organizations in the occupied territories, a separate application must be submitted for dismissal from each.
In case of dismissal from a legal entity, the applicant must also confirm that they do not hold an elected position at the enterprise.
The application is automatically processed within one business day. After completion of the procedure, the user will receive a corresponding notification in Diia.
The Ministry of Digital Transformation notes that the new mechanism allows eliminating legal obstacles for people who cannot contact the management of enterprises due to the occupation.
The "Horizon" platform is being developed by the Ministry of Economy and Environment together with the Ministry of Digital Transformation. Its administrator is the State Employment Service.
