Ukraine expands sanctions to engineers and technologists of Russian missile plants
President of Ukraine Volodymyr Zelenskyy on October 11 signed three decrees on new sanctions against the Russian military-industrial complex, structures that help circumvent financial restrictions, and persons involved in the activities of the Russian Federation in the occupied territories. In particular, the restrictions targeted 70 Russians involved in the production of Iskander-M and Tsirkon missiles.
This was reported by the Office of the President of Ukraine.
The main feature of the new sanctions package is personal restrictions against employees of Russian defense enterprises. This applies not only to managers, but also to engineers, technologists and other specialists who ensure the production of missile weapons.
The sanctions list includes employees of the Votkinsk Plant, the Bakhirev Machine Building Institute, the enterprises Radar MMS, Granit-Electron, Anozit, Aviatek, Metafrax Chemicals, Nevinnomyssky Azot and other companies in the Russian defense-industrial and chemical sectors.
These enterprises participate in various stages of missile production, from supplying chemical components for fuel and explosives to manufacturing equipment and assembling finished weapons.
As explained by the advisor - authorized representative of the President on sanctions policy Vladyslav Vlasiuk, most of the relevant enterprises are already under Ukrainian and international sanctions. Now the restrictions are being extended directly to key employees of the production chain.
Ukraine also plans to seek synchronization of personal sanctions against Russian specialists involved in the manufacture of missile weapons from international partners.
A separate sanctions package is aimed at structures that help Russia circumvent financial restrictions. It includes 28 individuals and 27 legal entities, including operators of cryptocurrency exchanges, exchange services, as well as their managers and owners.
Among the sanctioned persons are representatives of the shadow banking network A7, which offers tools to bypass international financial restrictions. Previously, the United States imposed sanctions against this network.
The third package concerns the activities of Russia in the temporarily occupied Ukrainian territories. Restrictions were applied to 10 individuals and 21 legal entities, as well as two sea vessels.
According to the Office of the President, among them are enterprises engaged in geological exploration, production of electronics and metal products, and providing internet and television services. Ukrainian authorities link their activities to the use of natural resources of the occupied territories, financing Russian aggression and spreading propaganda.
New restrictions were introduced by presidential decrees No. 1035/2026, No. 1036/2026 and No. 1037/2026, which enacted the relevant decisions of the National Security and Defense Council of September 30.
