The government has partially unblocked funding for the protection of Kyiv's energy sector — Sukhomlyn
The government of Ukraine has partially unblocked funding for measures to protect Kyiv's energy infrastructure and build a backup heat supply system. At the same time, most other capital projects, particularly road construction, remain halted.
Former head of the State Agency for Restoration and Infrastructure Development Serhiy Sukhomlyn said this in an interview with Ukrainian Pravda published on October 12.
According to him, after state capital construction funding was stopped, the government and the Ministry of Finance resumed payments for some projects directly related to preparing the capital for the heating season.
In particular, funds were unblocked for constructing physical protection for energy facilities and creating a decentralized heat supply system for Kyiv. These works are intended to ensure the functioning of critical infrastructure in the face of possible new Russian attacks.
At the same time, as noted by Sukhomlyn, road and most other construction projects have not yet been resumed. The state has focused funding primarily on measures outlined in regional energy resilience plans.
Earlier, Kyiv Mayor Vitali Klitschko reported problems with payments through the State Treasury Service. According to him, due to the blocking of funds, the city could not pay for work in a timely manner and purchase necessary equipment. At the same time, contractors continued implementing individual projects using their own working capital.
A LB.ua report from October 10 also noted that at the time of publication, the government had already resumed payments for certain areas of the capital's resilience plan. This included backup heating, construction of cogeneration plants, and ensuring uninterrupted power supply to water utility facilities.
Thus, funding for critical energy projects is being resumed selectively, while general capital expenditure restrictions remain in effect. Sukhomlyn did not specify the total amount of unblocked funds and the volume of funding that remains unavailable.
The former head of the Restoration Agency emphasized that the pace of implementing protective projects directly depends on funding stability. Due to construction complexity and tight deadlines, even temporary payment delays can affect infrastructure readiness for the winter period.
