Customs found violations worth over UAH 3 billion: number of cases growing
In the nine months of 2026, Ukrainian customs officers detected 8,275 violations of customs rules worth a total of over UAH 3 billion. The number of recorded offenses increased by 13% compared to the same period last year.
The State Customs Service of Ukraine reported this on October 13.
A total of 5,209 cases of customs rule violations worth over UAH 2.6 billion were referred to courts. Following the consideration of cases, courts ruled fines and confiscation of goods worth over UAH 10 billion.
The State Customs Service clarified that this amount also includes proceedings initiated in previous periods. Accordingly, over UAH 10 billion is the value of penalties imposed by courts, not funds already received by the state budget.
Industrial goods seized the most
During January-September, customs authorities temporarily seized items of violations in 3,417 cases. Their total value was UAH 568 million.
The largest share of seized property was industrial goods.
- UAH 400 million - industrial goods;
- UAH 97 million - food products;
- Over UAH 65 million - vehicles;
- UAH 6 million - currency.
Thus, industrial products accounted for approximately 70% of the total value of temporarily seized property.
At the same time, temporary seizure does not mean final confiscation. The subsequent fate of goods and vehicles depends on the results of the relevant cases.
How many fines were paid to the budget
In the nine months of 2026, customs independently imposed administrative fines in 837 cases of customs rule violations.
The total amount of fines imposed by customs authorities was UAH 36 million.
Meanwhile, actual revenues to the state budget from the collection of such fines reached UAH 45 million. This amount includes payments for cases considered in previous periods.
Thus, revenues exceeded the amount of fines imposed by customs during the current year. This is due to the inclusion of payments for previously opened proceedings.
At the same time, the cited UAH 45 million cannot be directly compared with over UAH 10 billion in court penalties: these indicators cover different categories of decisions, and the court amount includes not only fines but also confiscation of property.
Customs found over 750 more violations in September alone
Comparison with previous Statistics of the State Customs Service shows that the number of recorded offenses continues to increase.
Based on the results of January-August 2026, customs authorities reported 7,524 violations totaling UAH 2.9 billion.
Thus, in September alone, 751 detected violations were added to the overall figure. The total value of cases for nine months exceeded UAH 3 billion.
The number of cases referred to court during this period increased from 4,651 to 5,209, i.e., by 558.
Meanwhile, the annual growth rate in the number of detected violations slowed somewhat. For eight months, customs reported a 17% increase, while for nine months this figure is 13%.
Earlier, “Kurs Ukrainy” reported that for January-July 2026, customs officers recorded 6,797 violations worth over UAH 2.7 billion. New data already cover three quarters and show further accumulation of cases related to non-compliance with customs legislation.
At the same time, the State Customs Service did not detail in its October report which types of violations predominated by number, so the provided statistics do not allow determining their structure by articles of the Customs Code.
