The Verkhovna Rada on October 13 approved as a basis and as a whole the draft law No. 15532, which postponed the mandatory launch of the electronic traceability system for alcoholic beverages, tobacco products and liquids for electronic cigarettes. Instead of November 1, 2026, the eExcise system should become mandatory from July 1, 2027.

This was reported by the press service of the Verkhovna Rada.

The reason for the postponement was the insufficient readiness of the system for full implementation. According to the parliament, additional time is needed for testing, technical adjustment and integration of electronic excise with the accounting systems of enterprises.

Thus, producers, importers, distributors and sellers of excisable products will have more time to prepare for the new rules. The adopted document provides for changing the timing of system introduction, not canceling the reform itself.

The Ministry of Digital Transformation previously supported the postponement initiative. Back on August 3, the ministry announced that it would propose to the Cabinet of Ministers to move the mandatory launch of eExcise specifically to July 1, 2027.

The ministry expressed this position after discussions with the European Business Association, the Ministry of Finance, the State Tax Service, the State Customs Service and business representatives. Companies emphasized the need for additional time for system testing, integration of their own software and staff training.

The Ministry of Digital Transformation noted that it is especially important to ensure the readiness of small and medium businesses. At the same time, the ministry urged entrepreneurs not to postpone preparations for the reform until the official launch.

On August 4, the State Tax Service also announced its support for this approach. The agency explained that the system should work stably, not create risks for state budget revenues and ensure continuous administration of the excise tax.

Preparations for eExcise are ongoing. Since August 1, a test environment has been working for businesses to check interaction with companies' accounting programs. A technical support system has also been created, through which participants can report errors and monitor their elimination.

As a reminder, the Verkhovna Rada has already postponed the launch of eExcise before. In December 2025, the parliament extended the testing period and set a new mandatory implementation date – November 1, 2026.

The eExcise system involves replacing paper excise stamps with electronic ones with unique identifiers. It should ensure tracking of excisable products from production or import to sale to the final consumer. The goal of the reform is to strengthen control over the circulation of alcohol and tobacco products, combat illegal trade and reduce the shadow market.

Adoption of the bill by parliament is the next legislative step. For the law to enter into force, the established procedure must be completed, including presidential signature and official publication.
