Cabinet expands backup power program for residential buildings to four more regions
The Cabinet of Ministers of Ukraine has expanded the state program “SvitloDIM” (LightHome), which provides financial assistance to multi-apartment buildings for the purchase of autonomous electricity sources. Now residents of four more regions, where energy infrastructure suffers from Russian attacks, will be able to use the support.
Prime Minister of Ukraine Serhiy Koretskyi announced this on Tuesday, October 13, the government press service reports.
The program has been extended to Dnipropetrovsk, Zaporizhzhia, Poltava, and Sumy regions. Previously, state support was available in Kyiv, Kyiv region, and Kharkiv region.
According to the head of government, the program allows multi-apartment buildings to receive funding for the installation of equipment that will ensure the operation of vital systems during central power outages.
In particular, backup power sources are intended to maintain lighting in common areas, operation of water supply pumps, heating, communication, and elevators.
Applications on behalf of apartment co-owners can be submitted by condominium associations (OSMD), management companies, as well as housing construction and service cooperatives.
The government has also improved the program implementation mechanism. However, details of the changes adopted on October 13 and the timeline for accepting applications in the new regions are not provided in the Cabinet's statement.
The amount of state assistance under the “SvitloDIM” program ranges from 100 to 300 thousand hryvnias per building, depending on its number of floors and entrances.
The funds may be used to purchase gasoline, diesel, and gas generators, inverters, batteries, solar panels, and battery management systems. Recipients independently choose the equipment and suppliers.
Applications are submitted online through the program's official website using the “Diia” electronic services. After review and approval of the application, funds are transferred to the recipient. According to the published program conditions, financing is provided within 48 hours after a positive decision and completion of necessary checks.
To receive assistance, it is necessary to confirm the characteristics of the building, the applicant's authority, and provide documents required to determine the amount of financing. After purchasing the equipment, the recipient must report on the targeted use of state funds.
The “SvitloDIM” program was launched in January 2026. At the first stage, it covered Kyiv and Kyiv region, and in April it was extended to Kharkiv region.
According to the Ministry of Communities and Territories Development, as of July 22, 2,442 multi-apartment buildings had received funding totaling over 610 million hryvnias. A total of 4,205 applications had been submitted by that time.
Previously, the government allocated UAH 800 million from the state budget reserve fund for the program. In June, the period for using the remaining funds was extended until the end of 2026 to ensure further financing of applications.
The program's expansion comes amid ongoing Russian attacks on energy infrastructure. In some regions of Ukraine, power outage schedules are in effect, and energy workers warn of the risk of new restrictions during the heating season.
