EU transfers almost 3 billion euros to Ukraine for air defense and weapons procurement
On October 14, the European Commission transferred 2.86 billion euros to Ukraine for the purchase of weapons and military equipment. The funds will be directed to drones, air defense systems, missiles, radars, electronic warfare equipment, and ammunition.
This was reported by the European Commission.
The funding is provided within the defense component of the Ukraine Support Loan credit program with a total volume of 90 billion euros. It envisages support for Ukraine's defense and budget needs during 2026-2027.
President of the European Commission Ursula von der Leyen emphasized that Russia continues to increase the intensity of air attacks on Ukrainian cities and critical infrastructure, therefore strengthening air defense remains one of the priorities of European assistance.
"With today's payment of 2.86 billion euros, we continue to meet Ukraine's most urgent operational needs, including drones and missiles, vital for its defense", said von der Leyen.
The European Commission noted that operational provision of defense equipment to the Ukrainian army is especially important ahead of the winter period, when Russia intensifies strikes on energy infrastructure.
How much more funding can Ukraine receive from the EU
According to the European Commission, by the end of 2026, financing totaling 29.64 billion euros remains available to Ukraine. Of this amount:
- 12.54 billion euros are earmarked to support Ukraine's defense-industrial capacities;
- 12.7 billion euros for budget support within the Ukraine Support Loan;
- 4.4 billion euros as additional budget assistance under the original Ukraine Facility program.
Thus, over 17 billion euros remains available for financing Ukraine's state budget by the end of the year.
However, the allocation of these funds is not automatic. Budget support depends on Ukraine fulfilling conditions and reforms agreed with the EU, as outlined in the Ukraine Plan and the memorandum of understanding.
The European Commission reported that the next payments within the defense component of the credit program are planned for the coming weeks.
90 billion euro program
The Ukraine Support Loan program was approved in February 2026. It is designed for two years and envisages an indicative distribution of financing between Ukraine's defense and budget needs.
Of the total amount, 60 billion euros are designated for defense, and 30 billion euros for state budget support.
In 2026, 28.3 billion euros are phased for the development of Ukrainian defense-industrial capacities. These funds are intended to ensure the procurement of necessary weapons, modernization of the defense industry, and deepening cooperation between Ukrainian manufacturers and European enterprises.
The previous defense tranche within this program was transferred by the European Commission on October 7. Its volume was 1.24 billion euros, and the financing was intended for the purchase of drones, interceptors, ammunition for drones, and missiles of Ukrainian production.
The European Commission also reported that since the beginning of the full-scale Russian invasion, the EU and its member states have provided Ukraine with a total of 231.5 billion euros in support. Of this amount, 3.8 billion euros have been secured from revenues from frozen Russian assets.
