During January–September 2026, the Ministry of Finance of Ukraine allocated UAH 329.5 billion to finance social programs. The ministry assures that all scheduled payments are made on time and in full, despite restrictions on state expenditures.

This was reported by the press service of the Ministry of Finance on October 16.

According to the ministry, the largest share of funds was directed to pension payments, supplements, and pension increases under the Pension Fund programs.

Breakdown of social expenditures for nine months of 2026:

  • UAH 196.9 billion – financing of pensions, supplements, and pension increases;
  • UAH 68.6 billion – support for citizens in difficult life circumstances;
  • UAH 30.4 billion – social protection of children and families;
  • UAH 26.9 billion – housing subsidies and benefits;
  • UAH 6.7 billion – support for persons with disabilities.

Thus, almost 60% of the total funding for the Ministry of Social Policy’s social programs went to pension obligations.

First Deputy Minister of Finance Roman Yermolychev emphasized that even under limited budget resources, the state continues to fulfill its social obligations.

"Pensions, benefits, subsidies, and support for the most vulnerable categories of citizens are financed 100% and on time", the official stated.

According to him, the Ministry of Finance understands how to further secure social expenditures, so recipients of state aid should not worry about possible funding disruptions.

The statement came amid a difficult situation with the state budget execution. In September, Finance Minister Sergii Marchenko reported on the postponement of some non-priority expenditures. At that time, he noted that social programs remain protected, but did not rule out the risk of delays in case of insufficient budget revenues.

The current statement by the Ministry of Finance indicates that after nine months, the social programs administered by the Ministry of Social Policy, Family, and Unity were financed without delays and in full.

For comparison, in the entire year 2025, UAH 406.4 billion was allocated for social payments and pension obligations under the relevant budget programs. At the same time, the 2026 figure covers only nine months, so directly comparing it with annual expenditures is not appropriate.
