Experts from the Ministry of Justice were notified of suspicion due to the valuation of an apartment of a former SBU official

The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office reported suspicion to three forensic experts of a state institution who, according to the investigation, prepared false conclusions regarding the value of the apartment of the wife of the former head of the Cybersecurity Department of the SBU Ilya Vityuk.

This was reported on October 16 by the NABU press service. According to ZAXID.NET, the suspicion was received by the deputy head of one of the departments of the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice and two other experts of the institution.

According to the investigation, in December 2023 the official's wife purchased an apartment in Kyiv for 21.6 million hryvnias. At the same time, in the purchase and sale agreement its value was indicated at 12.8 million hryvnias.

In April 2024, a lawyer representing the interests of the spouses initiated a construction valuation expertise at the Kyiv Scientific Research Institute of Forensic Expertise. Already the next month, experts determined the market value of the apartment at 12.3 million hryvnias.

NABU believes that the value of the real estate was artificially lowered by 9.3 million hryvnias. According to the detectives, for comparison experts deliberately used cheaper objects that did not meet the characteristics of the studied housing.

Subsequently, the defense used this conclusion as evidence during checks by the NACP, the NABU investigation, and court proceedings.

The investigation also established probable violations during another expertise appointed by NABU detectives.

In November 2024, detectives withdrew the assignment for its conduct and asked to return the materials without execution. However, according to the bureau, the experts continued the study.

For evaluation, they allegedly limited the maximum value of comparison objects to $2500–2600 per square meter instead of market $3000 and used the cheapest offers.

In early December 2024, the experts signed the conclusion but dated it November 8 — the day preceding the recall of the expertise. At the same time, the detectives received a copy of the document not from the expert institution, but from the lawyer of the SBU official.

Three experts are charged with misleading the court or another authorized body with artificial creation of evidence, as well as drawing up a knowingly forged official document. This concerns articles 384 and 358 of the Criminal Code of Ukraine.

NABU noted that this situation demonstrates the need to create an independent expert institution under the bureau, which could reduce the risks of external influence on the results of expertises in corruption cases.

Let us remind that in September 2025 Ilya Vityuk was notified of suspicion of illegal enrichment and false declaration. In September 2026 the relevant criminal proceedings were transferred to court.

Earlier, the SBU rejected accusations regarding Vityuk's illegal enrichment and claimed that the investigation did not take into account expert conclusions that confirmed the legality of the real estate purchase. The special service also called the case a response to the detention of NABU employees.

Currently, the suspicions of experts do not mean establishing their guilt. The final decision must be made by the court.
