NABU completes investigation in Stefanyshyna's illegal enrichment case
The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office have completed the pre-trial investigation into former Deputy Prime Minister and Minister of Justice Olha Stefanyshyna. She is suspected of illegal enrichment of over UAH 13.9 million and false declaration.
The completion of the investigation was announced on October 16 by the NABU press service. The materials of the criminal proceedings were opened to the defense for review.
This is one of the final stages of the pre-trial proceedings. After reviewing the materials, the prosecutor will be able to decide on sending the indictment to court. Currently, no transfer of the case to court has been reported.
According to the investigation, Stefanyshyna actually owned two apartments in the Kyiv residential complex "Faina Town" with a total value of almost UAH 11 million, which were registered in the name of her friend. In addition, she used an apartment in the residential complex "Lvivska Ploshcha" registered in the name of her mother, a parking space and non-residential premises registered in the name of her father, as well as a Mercedes-Benz GLC 220 d car registered to a subordinate.
NABU also established that the former official negotiated the purchase of a house near Kyiv worth about USD 550,000. Part of the amount was planned to be paid in cash, and the rest - by transferring two apartments in the "Faina Town" residential complex. However, the deal did not take place.
According to detectives' calculations, from early 2024 to mid-2025, Stefanyshyna's official income amounted to approximately UAH 3.7 million, while expenses from her bank accounts alone reached UAH 4.2 million. In early August 2026, she was notified of suspicion of illegal enrichment and false declaration.
On August 6, the High Anti-Corruption Court imposed on Stefanyshyna a preventive measure in the form of bail of UAH 6 million. The court also obliged her to appear upon summons by detectives, prosecutors and the court, report a change of residence and refrain from communicating with identified participants in the proceedings.
Stefanyshyna stated that such a bail amount is excessive for her and her family. Later, the bail was posted, but the defense appealed the decision. On August 20, the Appeals Chamber of the HACC dismissed the lawyers' appeals and upheld the preventive measure unchanged.
Earlier, Stefanyshyna's name was mentioned in another anti-corruption investigation. In June 2025, "Ukrainska Pravda" published a material about the transfer of seized assets to the management of the consortium "KAMPARITET", which, according to journalists, could be connected with the former husband of the official Mykhailo Stefanyshyn. The company received four assets in management, including the Trade Unions House in the center of Kyiv.
In July 2025, the SAPO launched a separate criminal proceeding regarding possible abuse of office by ARMA officials. Stefanyshyna denied any influence on the agency's activities and involvement in asset transfer competitions. This proceeding should not be equated with the current illegal enrichment case.
The completion of the pre-trial investigation does not mean proof of guilt. According to the Constitution of Ukraine, a person is presumed innocent until their guilt is established by a court conviction.
