Ukraine is changing the terms of the state mortgage program "eOselya": young families are promised a reduction in the interest rate for each born or adopted child. The discount will be 2 percentage points, and in some cases the rate may drop to 0.1% per annum. But the new model has an important nuance: the base rate on the loan will gradually increase — from 7% to 12%.

The introduction of the new mortgage model was announced on October 17 by Prime Minister of Ukraine Serhiy Koretskyi. According to the official statement of the Cabinet of Ministers, the program will also allow young families to purchase larger apartments, so that when children appear they do not have to immediately think about moving.

However, the interest reduction will not be available for all children. The government has provided for a special condition that is important to consider even before taking out a mortgage.

For each child — minus 2 percentage points: how it works

The main innovation is the possibility of reducing the mortgage rate after the birth or adoption of a child.

For example, a family takes out a loan at 7% per annum. If after receiving the mortgage the first child is born, the rate according to the announced formula is reduced to 5%. After the birth or adoption of a second — to 3%.

With further growth of the family, an additional reduction is provided. At the same time, a minimum limit is set: the rate cannot fall below 0.1% per annum.

But there is a fundamental condition: the benefit is provided only for children who were born or adopted after receiving the loan.

Thus, having one or more children at the time of taking out the mortgage does not in itself give the right to a corresponding interest reduction.

The government has not yet clarified what documents will be required to revise the rate, how long after the birth of a child the bank must change it, and whether families with previously issued loans will be able to use the new mechanism.

How much can be saved on a mortgage

Even a reduction of 2 percentage points can significantly affect the cost of the loan.

For example, if the remaining mortgage debt is 1 million hryvnias, the difference between rates of 7% and 5% corresponds to approximately 20 thousand hryvnias of accrued interest per year, provided that the debt amount does not change.

This is a conditional calculation showing the scale of possible savings. The actual amount will depend on the remaining debt, the repayment schedule, and the timing of applying the benefit.

However, when assessing the benefit, one more change must be taken into account: under the new model, interest will increase as the loan term progresses.

Why the mortgage will become more expensive over time

Unlike the usual idea of a fixed mortgage rate, the new "eOselya" model for young families provides for three stages:

  • First three years — base rate 7% per annum.
  • From the fourth to the tenth year — 10% per annum.
  • Starting from the eleventh year — 12% per annum.

This means that even with a child discount, the interest rate may subsequently increase.

For example, if a family had two children after taking out the loan, according to the announced formula the rate in the first three years may be 3%. But from the fourth year, the base 10% with two discounts will turn into 6%, and from the eleventh year — into 8%.

Therefore, when choosing a mortgage, it is important to focus not only on the first years with lower interest rates, but also on the future financial burden.

Apartment can be purchased 40% above the norm

The second significant change concerns real estate. Young families will be allowed to choose housing "for growth" — with additional space for future children.

According to the government's decision, the area and cost of an apartment or house may exceed the program standards by a maximum of 40%.

However, the borrower must cover the additional cost with their own funds.

For example, if the normative cost of housing for a particular family is 2 million hryvnias, they potentially could consider a property worth up to 2.8 million hryvnias. But the additional 800 thousand hryvnias will have to be paid independently.

This example illustrates the established limit of cost exceeding. The possibility of purchasing a specific property will depend on the program standards and the bank's financial conditions.

There is also a restriction on the age of the property: purchasing larger housing under the new model will be allowed in new buildings or in houses commissioned no more than three years ago.

When the new "eOselya" conditions will come into effect in banks

The Cabinet of Ministers announced the introduction of the model on October 17, 2026, but the official publication does not indicate the exact date when lending under the updated conditions will begin.

Also, all eligibility criteria for young families have not yet been clarified, including age restrictions and the procedure for applying the child discount.

Therefore, the government's announcement does not mean that banks are already accepting applications under the new scheme or are obliged to revise interest rates on previously issued loans.

An important clarification also concerns existing preferential programs. The Cabinet's statement describes a separate mortgage model for young families, but does not provide for automatic cancellation of other "eOselya" conditions, including preferential lending for certain categories of citizens.

The government also announced strengthened verification of borrowers' property status to exclude abuse of state support.

What families planning a mortgage should pay attention to

The new model combines two support measures: interest reduction when children appear and the opportunity to immediately purchase more spacious housing.

But before calculating the family budget, potential borrowers need to clarify three things: when banks will begin to apply the new conditions, which children will be counted for the discount, and what the monthly payment will be after the base rate increases in the fourth and eleventh years.

It is on these details that how beneficial the new "eOselya" will be for a particular family will depend.
