A new contract for the construction of a military cemetery was signed without bidding

The state institution "National Military Memorial Cemetery" signed an additional contract for UAH 879.02 million with the consortium "Building UA". The works on the territory of the memorial complex near Kyiv were ordered without holding new open tenders, and information about the estimated prices of building materials was not made public.

This was reported on October 19 by the publication "Nashi Groshi" citing data from the Prozorro system.

The agreement was signed on October 13. It concerns additional works on the first and second launch complexes of the first phase of the National Military Memorial Cemetery in the Hatne community of Kyiv Oblast.

In August 2024, the consortium "Building UA" already received the main contract for the construction of these facilities worth UAH 1.76 billion. Taking into account the new agreement, the total cost of the two contracts is approximately UAH 2.64 billion.

The new works were ordered from the same contractor without competitive bidding. According to the procurement justification, the need for additional construction arose due to unforeseen circumstances, and the works themselves are technically and economically related to the main contract.

After the project was adjusted by the company "Engineering-Holding", a positive expert opinion was received from "First Construction Expertise".

The updated project provides for the relocation of the transformer substation outside the burial zone, changing the location of the public toilet, additional finishing works in utility rooms and the boiler house, as well as the construction of one more columbarium wall.

In addition, clarification of engineering networks, scope of construction works, and bringing the estimated cost to the current price level are planned. The completion of the additional works is scheduled for the end of 2027.

Journalists paid special attention to the absence in Prozorro of information on material prices for the new contract. In previous contracts, estimated prices for building materials were published, which made it possible to compare them with market offers.

According to "Nashi Groshi", the price of the new agreement is dynamic. At the same time, the lack of open detailing of the cost of material resources complicates independent verification of the validity of individual expenses. The mere fact of non-publication of this information does not prove inflated prices.

For 2026, UAH 685 million is planned under the new agreement, and the rest of the funds are provided for 2027.

According to the Spending portal, since the start of the main contract execution to the consortium "Building UA" UAH 795.05 million has already been transferred. The last recorded payments are dated July 2026.

The consortium "Building UA" was created in July 2024, the day after the announcement of the main tender. The largest share in the association - 80% - belongs to the company "Euroelitbud". Another 10% each is held by the enterprises "Akam" and "Brovary Road Construction Department No. 50".
