The Cabinet of Ministers of Ukraine has allocated almost UAH 3.8 billion for the implementation of comprehensive resilience plans for regions and individual cities. The funds are intended for the protection of critical infrastructure, the development of distributed generation, and ensuring uninterrupted heat and water supply.

The relevant decisions were adopted by the government on October 15, 2026. They refer to orders No. 1060-r and No. 1061-r, published on the official website of the Cabinet of Ministers.

In total, the two documents allocate UAH 3.77 billion of budget allocations under the program for implementing comprehensive resilience plans. The financing provides for:

  • UAH 2.20 billion - subventions to regional budgets and the budget of Kyiv;
  • UAH 1.39 billion - to the State Agency for Restoration and Infrastructure Development;
  • UAH 182.9 million - for the implementation of the resilience plan of "Ukrzaliznytsia".

The largest amount of financing under the two orders falls on Dnipropetrovsk Oblast - about UAH 1.95 billion. The funds are intended, in particular, to ensure uninterrupted heat supply, develop distributed generation, protect infrastructure, and support water supply and sewerage systems.

For Kyiv, through the Restoration Agency, UAH 491.7 million is provided for engineering and technical protection of critical infrastructure facilities. For Kharkiv Oblast, a total of about UAH 338 million has been allocated under the two decisions.

According to the annexes to the orders, within the subventions alone under document No. 1061-r, more than UAH 1.4 billion is directed to ensure uninterrupted heat supply. Another UAH 184.1 million is provided for the development of distributed generation of electric and thermal energy.

The financing also covers measures to protect critical facilities, ensure centralized water supply and sewerage. Detailed lists of individual projects are contained in the annexes to the government orders, which are intended for official use.

The Ministry of Finance is to make relevant changes to the state budget schedule. The adopted decisions determine the allocation of budget provisions and do not confirm the actual completion of works.
