Two types of child benefits can now be applied for in "Diia": details
In Ukraine, from October 20, online application for two types of state assistance for families with children became operational. Through the "Diia" portal, it is now possible to submit an application for pregnancy and childbirth benefits, as well as monthly child care allowance for children up to one year.
The launch was announced by the Ministry of Digital Transformation and the Ministry of Social Policy.
Previously, these benefits could be applied for through the Pension Fund, Administrative Service Centers (TsNAPs), or authorized representatives of territorial communities. Now applications are also accepted remotely – without personal visits to state institutions.
Before the launch, the Ministry of Social Policy and the "Diia" team tested the new services with the participation of 400 women. The whole process was tested – from submitting the application to the decision on granting the benefit.
Benefit amounts and conditions
Two types of state support are available through "Diia":
- Pregnancy and childbirth benefit – UAH 7,000 per month. It can be received by women who are not insured in the compulsory state social insurance system. The amount is calculated for the period specified in the medical certificate of pregnancy and childbirth.
- Child care allowance for a child up to one year – UAH 7,000 monthly. For children with disabilities, the amount is UAH 10,500 per month.
These amounts are already provided by current state support rules for families with children. The innovation is precisely the possibility to apply online.
Payments will be credited to a "Diia.Card", but the conditions for using the money differ.
Pregnancy and childbirth benefits are credited to a regular card account. The recipient can use the funds without special restrictions.
In contrast, money for child care will be credited to a special "Child Care" account. It has a designated purpose: allowed to spend on certain goods and services, including food, clothing, and child care. Payment is made in retail establishments that meet the established MCC code categories.
Who can apply for benefits online
To receive pregnancy and childbirth benefits, the applicant must have a medical certificate of the relevant category and not receive insurance benefits for the same period. You can apply during the validity of the medical certificate or within six months after its expiration.
To apply for child allowance through the "Diia" portal, you must meet the following conditions:
- be the mother of the child for whom the benefit is being applied;
- have a passport whose data are in the Unified State Demographic Register, and a tax payer identification number;
- have a registered place of residence or confirmed actual place of residence for IDPs;
- not already receiving the corresponding benefit for this child;
- have or open a "Diia.Card" with the required account.
According to "Diia" information, online applications for child care allowance can also be submitted by mothers of children up to one year and seven months. However, the payment itself is granted only for the legally provided care period up to the child's first birthday. Applying after the first birthday does not mean extending the monthly allowance for another seven months.
Application procedure
To apply for benefits online, you need to:
- Log in to the "Diia" portal and select the relevant service.
- Fill in the first part of the electronic application. The system will automatically check the applicant's eligibility through state registers.
- After successful verification, receive a link by email to continue the application.
- Fill in the second part of the application and sign it with "Diia.Signature" within 24 hours.
After submitting the application, "Diia" transfers the data to the Unified Information System of the Social Sphere. It collects necessary information from state registers and automatically generates a draft decision on granting or refusing the benefit.
The final decision is checked and approved by a Pension Fund employee. According to the Ministry of Social Policy, the established processing time for this process is three working days.
At the same time, the possibility of offline application remains. Applicants who do not use "Diia" can apply at Pension Fund service centers, TsNAPs, or authorized persons of territorial communities.
You can check the status of the application, granted benefit, or special account by calling the Pension Fund of Ukraine at 0 800 503 753.
The Ministry of Social Policy also reported that the next stage of digitalization of child benefits will be beta testing of the "yeYasla" service for parents who work and raise children aged one to three years. The public launch of this service has not yet been announced.
