The Cabinet of Ministers of Ukraine has allocated UAH 26.5 million for the purchase of 53 residential houses for internally displaced and evacuated citizens in rural areas. Housing will be purchased in eight regions of Ukraine and will be provided to displaced persons for temporary residence.

This was reported by the Ministry of Social Policy, Family and Unity of Ukraine.

The Government adopted amendments to the resolution on the distribution of subvention to local budgets for 2026. Funds will be received by territorial communities that will form housing stocks for temporary or supported residence of displaced persons.

Houses are planned to be purchased in Volyn, Dnipropetrovsk, Kyiv, Kirovohrad, Mykolaiv, Kharkiv, Kherson and Chernivtsi regions. The largest number of objects is envisaged to be purchased in Kyiv region.

The decision will not require additional expenditures from the state budget. Financing will be carried out within the already approved budget program.

According to the terms of the experimental project, introduced by Cabinet of Ministers Resolution No. 751 of June 10, 2026, the maximum amount of state subvention for the purchase of one house is UAH 500 thousand, including associated payments. If the property costs more, the difference can be covered by local budgets or other permitted sources.

Who will be able to receive housing

The purchased houses will become communal property of communities and will be provided to displaced persons for free temporary use. Transfer of such housing into private ownership of recipients is not provided for by the program.

The program is aimed at internally displaced persons who left areas of hostilities or temporary occupation and meet the established criteria.

Priority right to housing provision is given to large families, persons with disabilities and families with children with disabilities, orphans and persons from among them, as well as elderly people.

The selection of real estate is carried out by local self-government bodies taking into account the needs of specific families. Public and charitable organizations may be involved in the search and arrangement of houses. For information on the possibility of participation, displaced persons can contact the relevant local councils or military administrations.

According to the Ministry of Social Policy, the search for suitable houses and selection of families are ongoing. The ministry has not yet announced specific deadlines for completing the purchases in all eight regions.
