Cabinet expands energy emergency to water, heating and internet
The Cabinet of Ministers of Ukraine has expanded the decision on eliminating the consequences of a state-level emergency in the energy sector. The relevant measures now also apply to heating systems, water supply, transport infrastructure, communication networks and data centers.
This is provided for by Government Resolution No. 1292 of October 16, 2026, reports Ukrinform.
The document amends Resolution No. 39 of January 15, 2026, which regulated overcoming the consequences of a state-level emergency in electric power systems.
Now the government decision applies to the following facilities and systems:
- heat supply, including infrastructure for delivering heat to consumers;
- water supply and sewerage;
- engineering and transport infrastructure;
- electronic communication networks;
- broadband internet access infrastructure;
- data processing centers (data centers).
Thus, the government has expanded the existing emergency response mechanism, providing for coordination of restoration works not only in the electric power sector, but also in other critical infrastructure systems.
The Minister for Restoration, Infrastructure and Transport has been appointed as the head of works to eliminate the consequences of emergencies in heat supply, water supply, sewerage and engineering-transport infrastructure.
The Minister of Digital Transformation will be responsible for eliminating the consequences of emergencies in communication networks, broadband internet infrastructure and data centers.
According to the resolution, the responsible ministers must immediately create a joint headquarters to eliminate the consequences of emergencies of military and man-made nature.
Its co-chairs in the relevant areas will be the First Vice Prime Minister — Minister of Energy, the Minister for Restoration, Infrastructure and Transport and the Minister of Digital Transformation. Relevant working groups will also be formed within the headquarters.
Separate duties are provided for the Ministry of Digital Transformation. Together with the State Special Communications Service, the National Commission for Electronic Communications Regulation, the State Emergency Service, military administrations and local self-government bodies, the ministry will monitor the state of communication networks and data centers.
In particular, infrastructure monitoring, operational exchange of information on threats and damages, as well as coordination of measures to prevent emergencies and restore the operation of facilities are envisaged.
For local authorities and communication operators, a deadline for informing the Ministry of Digital Transformation is set — no later than 24 hours. It is necessary to report threats of emergencies, incidents that have already occurred, and damage to networks or data centers that may lead to serious disruptions in their operation.
The new provisions are aimed at coordinating the actions of state bodies, local authorities and enterprises that ensure the operation of vital infrastructure in wartime conditions.
At the same time, the resolution does not establish new electricity outage schedules, separate utility tariffs or special restrictions on internet access. The document primarily concerns the organization of emergency response and elimination of their consequences.
