The Cabinet of Ministers of Ukraine has officially denied information about the introduction of a state of emergency in energy, heating, and other sectors. The government stressed that no additional restrictions for the population have been imposed.

This is stated in the official statement of the Cabinet of Ministers, published on October 20 at 20:34.

The government reported that information about the alleged introduction of a state of emergency, spread by anonymous Telegram channels, does not correspond to reality.

In fact, the Cabinet adopted an organizational decision aimed at accelerating the elimination of the consequences of Russian attacks on critical infrastructure.

“The government has not imposed a state of emergency in energy, heating, or any other sector,” — emphasized the Cabinet.

This refers to Resolution No. 1292 of October 16, 2026, which amends the previously adopted decision on eliminating the consequences of a state-level emergency in energy systems.

The document expands the organizational mechanisms of restoration works to heating, water supply, sewerage, engineering and transport infrastructure, electronic communications networks, broadband internet, and data processing centers.

Responsible officials from among the relevant ministers are defined for each area. Their work will be coordinated by a joint headquarters, which should ensure consistency of actions of state bodies during the restoration of damaged infrastructure.

The government especially emphasized that the new decisions do not provide for additional restrictions for citizens.

“This is an organizational decision: it defines who is responsible for restoration and how actions are coordinated. It does not introduce any new restrictions for people,” — the Cabinet's statement says.

Thus, it is not about the introduction of a new legal state of emergency, but about changing the management procedure of restoration works after Russian shelling.

At the same time, the current electricity supply restrictions, which are introduced by order of “Ukrenergo” due to damage to the energy system, are a separate issue and are not related to the introduction of a state of emergency.
