Detectives of the National Anti-Corruption Bureau and prosecutors of the Specialized Anti-Corruption Prosecutor's Office on October 21, according to reports from people's deputies and journalists, are conducting investigative actions at the Governor of the National Bank of Ukraine Andriy Pyshnyi. In particular, searches are being conducted in his office and at other addresses.
The first to report the detectives' visit to the National Bank was people's deputy Yaroslav Zheleznyak. He later clarified that the investigative actions are taking place directly in the office of the head of the regulator.
Similar information was published by people's deputy Oleksiy Honcharenko. Searches at Pyshnyi's were also reported by Ekonomichna Pravda citing its own sources.
At the same time, NABU and SAPO have not yet officially confirmed the searches. It is unknown within which criminal proceedings the investigative actions may take place and what procedural status the NBU Governor has. There is no information about serving him a notice of suspicion.
Andriy Pyshnyi has headed the National Bank since October 2022. He previously headed the state-owned Oschadbank. In recent months, the name of the NBU Governor has been repeatedly mentioned in the context of anti-corruption investigations and disputes over the management of state-owned banks.
In particular, in August NABU and SAPO published materials of the special operation "Forrest Gump" regarding the alleged legalization of UAH 150 million for bail for former Energy Minister Herman Halushchenko, who is a defendant in the "Midas" case of corruption in the energy sector.
According to the investigation, the state-owned Sense Bank was used to move the funds, including with the participation of certain representatives of its management. After the materials were made public, Pyshnyi spoke in the Verkhovna Rada and announced the National Bank's decision to inspect the bank's activities and assess the compliance of its supervisory board members with established requirements.
A separate dispute arose around the appointment of Vasyl Veselyi as an advisor to the supervisory board of Sense Bank. Former chairman of the supervisory board Shevki Acuner during a meeting of the parliamentary temporary investigative commission claimed that the candidacy of Veselyi was recommended by Pyshnyi himself.
On September 10, the NBU Governor categorically denied these accusations. He stated that he did not recommend Veselyi, did not give personnel instructions to the supervisory board and did not exert pressure on its members. At the same time, Pyshnyi confirmed that he is personally acquainted with Veselyi.
The name of the head of the National Bank has previously also been mentioned in connection with the "Midas" investigation materials. In April, Pyshnyi publicly denied that Timur Mindich or other individuals in the published recordings had contacted him regarding financing of defense enterprises. He said he had no such contacts.
Separately, in August Bloomberg reported on President Volodymyr Zelenskyy's dissatisfaction with Pyshnyi's activities. According to the agency's sources, the presidential circle criticized the NBU's tight monetary policy and considered its head too close to the International Monetary Fund.
Pyshnyi has previously been linked with former head of the Presidential Office Andriy Yermak. As Forbes Ukraine wrote, they worked together in the election campaign headquarters of Arseniy Yatsenyuk and were among the founders of the public organization "Vidchuy". At the same time, Pyshnyi publicly denied reports of family or business ties with Yermak, describing their relations as working communication.
Currently, none of the previous investigations or political controversies mentioned has been confirmed as the reason for the searches reported on October 21. Official details of any investigative actions are not yet available.
