President of Ukraine Volodymyr Zelensky stated that he has not yet decided on the candidate for the new head of the Kyiv City Military Administration (KCMA). According to him, few people are willing to head the administration under conditions of constant Russian attacks, and the capital needs strengthened governance, primarily in the security sphere.

The head of state announced this on October 22 during a conversation with journalists, as reported by Novyny.LIVE and Suspilne.

Answering a question about the possible appointment of a new head of the KCMA in the near future, Zelensky admitted that he cannot yet give specific timelines.

“There is no great desire from anyone,” the president said.

He explained the difficulty of the staffing issue by constant threats to Kyiv. In particular, Zelensky warned about the risk of new Russian strikes on bridges and other critical infrastructure of the capital.

According to the president, he is holding consultations with business representatives and security specialists to form a management team capable of responding more effectively to the consequences of Russian attacks. Some negotiations are proceeding privately.

Zelensky emphasized that the task is not a political struggle for powers, but strengthening the work of the city government.

“I want to build a cabinet that can strengthen the mayor, strengthen Kyiv residents, strengthen Kyiv,” the president stated.

The head of state also drew attention to issues of logistics, supply organization, and infrastructure protection. According to him, these tasks require joint work of central and local authorities, since the city services' own resources are not always sufficient.

During the conversation with journalists, Zelensky was also asked about the possible appointment of former SBU head Vasyl Maliuk. However, the president did not confirm that a decision on this candidacy had been made.

The Kyiv City Military Administration has been without a permanent head since July 2026. Then Zelensky dismissed Timur Tkachenko from the post of KCMA head.

After his dismissal, the acting duties were assigned to the first deputy head of the administration, Andriy Tkachov. He began performing these functions on July 17.

Previously, public disagreements repeatedly arose between Tkachenko and Kyiv Mayor Vitali Klitschko regarding the distribution of powers and governance of the capital.

The staffing issue became relevant again amid Kyiv's preparations for the heating season and continued strikes on energy and transport facilities.

As Kurs Ukrainy reported earlier, on October 13 Zelensky criticized the pace of the capital's winter resilience plan implementation and announced consultations on possible management decisions.

At the same time, a new head of the KCMA has not yet been appointed, and the final candidacy has not been publicly announced.
