As a result of Russian attacks on energy infrastructure on the night and morning of October 23, more than 500,000 Ukrainians were left without electricity. Energy facilities in six regions were damaged; the largest outages were recorded in Zhytomyr and Volyn regions.
This was reported by the Ministry of Energy of Ukraine following a morning briefing by First Deputy Minister Artem Nekrasov.
Energy facilities in Zhytomyr, Volyn, Mykolaiv, Poltava, Khmelnytskyi, and Rivne regions came under attack. Due to damage to equipment and power grids, some consumers were left without electricity. Emergency restoration work has begun where the security situation allows.
In Volyn, as of 09:30, nearly 105,000 subscribers remained without power. According to the regional military administration, during the night Russian troops directed more than ten Shahed-type kamikaze drones at the region.
The strikes damaged energy facilities in Lutsk and Kovel districts. Due to power outages, water supply was partially restricted in Lutsk. A residential building was also damaged in Lutsk district, and one person was injured.
In Zhytomyr region, as of 07:00, more than 900 settlements were without electricity. According to the head of the regional military administration, Vitaliy Bunechko, Russian troops attacked the region's energy and residential infrastructure, damaging six private households.
Critical infrastructure facilities in Zhytomyr region were switched to backup power sources. Invincibility Points (heating and charging stations) were deployed in the region. Power engineers are working to restore electricity, but the work is complicated by the threat of repeated strikes.
In Rivne region, Russian attacks also caused damage to energy infrastructure. Residential areas and businesses came under fire. Some consumers were left without electricity.
According to the Ministry of Energy, in Odesa and Ternopil regions, the aftermath of previous Russian attacks is being addressed. Due to shelling and hostilities, new outages were also recorded in Donetsk and Kharkiv regions.
Separately, the State Emergency Service reported damage to energy infrastructure in Odesa region.
Due to the consequences of the strikes, emergency power outages were introduced in some regions. According to Ukrenergo, where such restrictions are in place, previously published hourly outage schedules are temporarily not applied.
In other regions with network limitations, hourly outages of up to two stages continue, and for industry and business - power limitation schedules. These measures are necessary to prevent overloading of damaged energy equipment.
According to Ukrenergo, as of 09:30 on October 23, electricity consumption in Ukraine was 3.6% lower than at the same time the previous day. The decrease is due to the consequences of Russian attacks on energy infrastructure.
Emergency restoration crews continue to work in the affected regions. Power engineers warn that the situation may change during the day and call for economical electricity consumption, especially in the evening hours from 16:00 to 22:00.
