President of Ukraine Volodymyr Zelensky on October 26 submitted two draft laws to the Verkhovna Rada on extending martial law and general mobilization for another 90 days. If parliament supports the documents, the special legal regime will be in effect until January 29, 2027.

This is evidenced by draft laws No. 16182 and No. 16183 registered on the website of the Verkhovna Rada.

The first document provides for the approval of presidential decree No. 1060/2026 on extending martial law from 05:30 on October 31, 2026 for 90 days.

The second draft law concerns decree No. 1061/2026, according to which general mobilization is also proposed to be extended for 90 days from October 31.

Both documents have already been submitted for consideration by the Verkhovna Rada Committee on National Security, Defense and Intelligence.

When will the new deadlines take effect

Currently, martial law and general mobilization in Ukraine are in effect until October 31, 2026. The previous extension was approved by the Verkhovna Rada on July 14.

For the new deadlines to take effect, parliament must adopt laws approving the relevant presidential decrees. The submission of draft laws alone does not mean that the decision to extend has already been made finally.

If the initiative is supported, this will be the 21st extension of martial law and general mobilization since the beginning of the full-scale Russian invasion.

What the extension will mean for citizens and businesses

Martial law provides for the preservation of a special legal regime, within which defense and security measures operate, as well as certain restrictions for citizens and enterprises.

The extension of general mobilization will mean the preservation of legal grounds for mobilization measures, military registration, and reservation of military-liable employees.

At the same time, the submitted draft laws do not establish new reservation rules or separate additional restrictions for businesses. They relate specifically to extending the terms of existing legal regimes.
