Ukraine, the United States, the European Union and NATO plan to hold a new meeting in Brussels on October 27-28. The main topics will be security guarantees for Ukraine, the participation of European partners in future agreements, and diplomatic initiatives to end the war with Russia.

President of Ukraine Volodymyr Zelensky announced this in an interview with the program "TSN.Week" published on October 25.

According to the president, the new meeting is to continue the negotiations that took place on October 20 in Oslo with the participation of Ukrainian, American and European sides.

After the consultations in Norway, the special representative of the US President Steve Witkoff visited St. Petersburg, where he held talks with Vladimir Putin. Subsequently, the American side informed Ukraine of the results of these contacts.

Now the partners want to move from exchanging information to substantive discussion of future security arrangements.

"We had a briefing from the Americans, and now they want not a briefing, but to talk broadly about security, about guarantees", - noted Zelensky.

Who will participate in the negotiations

According to the president, the meeting is expected to include representatives of Ukraine and the United States, the leadership of the European Union, and NATO Secretary General Mark Rutte.

The negotiations are tentatively scheduled for Tuesday or Wednesday, October 27-28. The final composition of the delegations has not yet been announced. Zelensky did not rule out that other representatives of international partners may join the consultations.

The president also said that the previous negotiations in Oslo took place in an expanded format. In addition to Ukraine, the United States, Norway and Finland, national security advisers from Germany, the United Kingdom, France and Italy, as well as representatives of the European Union and NATO, took part in the discussions.

A new round in Brussels should allow agreeing on approaches to security guarantees for Ukraine and determine the possible role of European states in their provision.

Security guarantees and future negotiations with Russia

Zelensky has previously explained that Ukraine is considering several possible models of security guarantees. Among them are NATO membership, legally binding bilateral agreements with the United States, or a system of guarantees involving a European coalition and American support.

The choice of model will affect, in particular, the future size of the Ukrainian army, its provision with modern weapons, and the possibilities of international co-financing of defense needs.

At the same time, concrete new financial commitments or decisions on arms supplies following the upcoming meeting have not yet been announced.

Separately, Ukraine is preparing for possible trilateral negotiations with the United States and Russia in November. This format differs from the planned consultations in Brussels.

Kyiv expects that negotiations with the participation of Russia will allow moving to practical decisions regarding an energy ceasefire, safety of navigation in the Black Sea, and preparation for a meeting of heads of state.

So far, neither final agreements on security guarantees nor concrete results of the future negotiations have been announced.
