President of Ukraine Volodymyr Zelensky has enacted a decision of the National Security and Defense Council (NSDC) providing for the creation of a system of engineering barriers for the circular defense of Ukrainian cities.

The relevant decree No. 1067/2026 was published on October 26 on the official website of the head of state.

The document puts into effect the NSDC decision of September 25, 2026 "On measures to equip a zone of engineering barriers to ensure an adequate level of defense of cities and mechanisms for their implementation (circular defense of cities)."

However, details of the approved measures are not disclosed. The NSDC decision itself is classified "For official use", so information about specific cities, volumes of construction, deadlines for completion of works and envisaged funding is not in the open text of the decree.

Control over the implementation of the decision is entrusted to the Secretary of the National Security and Defense Council of Ukraine.

The decree enters into force from the day of its official publication — October 26, 2026.

Earlier, on October 15, the Cabinet of Ministers approved the Strategy for engineering equipment of defensive lines for the period up to 2028 and approved the operational plan for its implementation.

The government strategy provides for unified standards for the arrangement of defensive lines, coordination of engineering works between state bodies and the Defense Forces, development of fortification structures and strengthening the protection of logistical infrastructure from drones.

It also provides for the introduction of digital accounting of defensive structures to monitor the progress of works, their condition and the need for restoration.

The Ministry of Defense noted that the new strategy should increase the protection of military personnel and civilian population, as well as ensure more reliable operation of military and civilian logistics.

At the same time, the published decree on the circular defense of cities and the strategy approved by the Cabinet of Ministers are separate documents. The direct mechanisms for implementing the new NSDC decision are not publicly disclosed.
