Head of the President's Office Kyrylo Budanov stated that the course of events in Petropavlivska Borshchahivka, Kyiv Oblast, on November 2 was subject to certain influence. According to him, those involved in organizing the clashes must be identified and held accountable. Also, based on the incident's results, they promise to draw conclusions within the security forces.
Budanov reported this on November 3 in his Telegram channel, publishing a new statement regarding the conflict near a building used for temporary accommodation of servicemen of the National Guard of Ukraine.
"It is already certain that yesterday's events in Petropavlivska Borshchahivka occurred not without influence", - said the Head of the President's Office.
At the same time, Budanov did not clarify what kind of influence he meant, who could have exerted it, and on what facts this conclusion is based. He also did not name specific individuals who might have been involved in organizing the conflict.
According to the Head of the President's Office, the initiators of the events must be identified, and their actions must be given an appropriate legal assessment.
"Specific persons and initiators of these events will definitely be identified and punished, as well as conclusions will be drawn within the security forces", - emphasized Budanov.
He also reported that the Prosecutor General's Office and relevant law enforcement agencies have already begun an investigation.
Earlier on November 3, Budanov called the events in Petropavlivska Borshchahivka unacceptable and announced the preparation of decisions together with the leadership of security structures.
In his morning message, he noted that the clashes harm the unity of Ukrainian society, especially under conditions of Russian aggression.
According to the Head of the President's Office, law enforcement and other authorized agencies are clarifying the circumstances of the incident to establish the full picture of events, determine those responsible, and prevent similar situations from recurring.
Budanov reported joint work with the security bloc on necessary decisions to respond to the conflict and prevent provocations. He did not disclose their specific content.
Recall that on November 2, in Petropavlivska Borshchahivka, a conflict arose near a private house used for temporary accommodation of servicemen of the National Guard.
After messages about alleged illegal detention and beating of people near the building spread on social media, local residents and relatives of servicemen gathered.
Later, the situation escalated into clashes. Some of those present tried to enter the premises. During the conflict, shots were fired and official police cars were damaged.
The National Police previously denied reports of illegal detention of people and the alleged death of one of the servicemen.
The 1st Corps of the National Guard "Azov" explained that the building was used as a temporary accommodation point for military personnel. In particular, there were servicemen returned after self-imposed leave from their unit (SZCH), awaiting further assignment to units.
The command of "Azov" also confirmed that four servicemen returned after SZCH had bodily injuries. They were sent to a medical facility for examination. The circumstances of the injuries have not been definitively determined.
To resolve the situation, the Commander of the National Guard, Oleksandr Pivnenko, arrived at the site. He met with the relatives of the servicemen and familiarized them with the conditions of stay of people in the premises.
In the evening of November 2, Kyrylo Budanov also arrived in Petropavlivska Borshchahivka. At that time, he drew attention to the need to ensure access to medical care for servicemen who needed it.
Minister of Internal Affairs Ivan Vyhivskyi ordered an internal investigation, during which the circumstances of the conflict and the conditions of stay of servicemen are to be checked.
Separately, the State Bureau of Investigations opened criminal proceedings into the events in Petropavlivska Borshchahivka. The investigation is being conducted under Part 5 of Article 426-1 of the Criminal Code of Ukraine - abuse of power or official authority by a military official.
As reported by the SBI, investigators will check the legality of placing military personnel in a private house, the circumstances of their stay, statements about possible coercion, as well as the causes and course of the clashes.
Bureau employees are conducting an investigation in cooperation with the prosecutor's office, the National Police and the Office of the Military Ombudsman. Procedural guidance is provided by the Specialized Defense Prosecutor's Office of the Central Region.
The SBI emphasized that many conflicting reports are spreading around the incident, some of which lack proper confirmation. Therefore, the investigation must establish reliable circumstances of the events and provide a legal assessment of the actions of all involved persons.
Currently, law enforcement has not published conclusions about the organizers of the conflict or the confirmed nature of the influence Budanov mentioned. The opening of criminal proceedings also does not mean establishing the guilt of specific individuals.
In a new statement, the Head of the President's Office called for preventing arbitrary actions and emphasized the need to respect the servicemen of the Defense Forces of Ukraine.
Further decisions regarding the incident, including possible measures within the security structures, are not yet specified. The SBI promised to inform the public about the course and results of the investigation within the limits permitted by law.
