Ukraine identified three main priorities in cooperation with the EU

Ukraine has identified three areas for more intensive work with the European Union. They include full EU membership, deepening sectoral integration, and obtaining support to get through the upcoming winter, President Vladimir Zelensky reported.

According to him, two out of six clusters have already been opened in Ukraine's accession negotiations in 2026, and Kiev is preparing to open the remaining four. The European Union officially started work on the 'Fundamentals' cluster on June 15, and on July 14 opened the cluster dedicated to external relations, foreign policy, and security.

Zelensky named movement toward Ukraine's full membership in the European Union as the first priority. The president stressed that he views accession not only as a political and economic task, but also as a common security goal for Ukraine and the EU.

In the head of state's opinion, Ukraine's membership should eliminate the geopolitical uncertainty that Russia has used to destabilize the country and Europe. At the same time, Ukrainian defense capabilities will be able to strengthen the European component of the Euro-Atlantic community.

The second area will be the maximum possible sectoral integration even before the completion of accession negotiations. Ukraine intends to join European processes and mechanisms more actively, so that practical convergence contributes to further political decisions.

The third priority concerns preparation for winter. Kiev expects to receive from European institutions and individual states the necessary aid packages to strengthen energy resilience and protect citizens. The EU is already linking support for Ukrainian defense, recovery, and resilience with the country's progress on the path to integration.

Zelensky instructed representatives of the government and the Presidential Office to build practical cooperation with Brussels, European capitals, and local communities. The president stated that he expects concrete results in all three areas.
