Poll reveals Europeans' attitude to Ukraine's EU accession

Ukraine's accession to the European Union is supported by 49% of residents in the bloc's countries. The highest level of support among the largest EU states was recorded in Spain, while the most restrained attitude is in Poland, Germany and France.

This is according to the results of a survey by Polling Europe, published by Euronews.

According to the study, 19% of respondents are in favour of admitting Ukraine to the European Union as soon as possible. Another 30% agree with the country's membership after all the necessary reforms have been carried out on common conditions for candidates.

At the same time, 18% of those surveyed would prefer first to give Ukraine associated membership status with security guarantees but without voting rights. 21% of respondents spoke out against Ukraine's accession to the EU, and another 12% were undecided.

The greatest support for Ukraine's membership was recorded in Spain – 65%. Of these, 32% of respondents are in favour of the country's swiftest accession to the European Union, while 33% believe that Kyiv must first complete the necessary reforms.

In Italy, 52% of those polled support Ukraine's accession. In the Nordic countries the share of supporters reached 55%, in Southern Europe – 56%, and in Central and Eastern Europe – 44%.

In France and Germany, membership for Ukraine was backed by 41% of respondents. In France, 42% of those surveyed opposed immediate full membership or proposed first granting associated status, while in Germany their share was 47%.

The most restrained results among the individual countries studied were recorded in Poland. There Ukraine's membership is supported by 42% of respondents, whereas 49% either oppose accession or believe that the country should first become an associated member without voting rights.

The survey was conducted from 3 to 10 July 2026 among 5048 adults from all 27 EU member states. The sample was distributed proportionally to the population size of EU states. Separate results are presented for France, Germany, Italy, Spain and Poland.

The study has been released amid progress in the negotiations on Ukraine's accession. In July the EU opened the negotiating cluster “External Relations”, encompassing trade, foreign and defence policy, and alignment with European Union sanctions.
