Ukraine will destroy Russian launchers in order to reduce the number of strikes on its cities. President Volodymyr Zelensky stated this on August 5 after a meeting of the National Security and Defense Council.

The head of state did not specify which exactly launchers are being referred to and what means are planned to be used to hit them. Details of future operations are not disclosed for security reasons.

At the NSDC meeting they also considered the implementation of resilience plans for regions and territorial communities. According to Zelensky, in a number of cities and regions the work is lagging behind the established schedule.

The president announced the personal responsibility of officials for eliminating delays and the timely implementation of the planned measures. He did not name specific regions nor the names of those responsible.

Zelensky highlighted three main directions of Ukraine's preparation for the next winter. The authorities must strengthen the protection of critical infrastructure, ensure the necessary quantity and proper condition of shelters and bomb shelters, and also increase the capabilities to counter ballistic missiles.

Comprehensive energy resilience plans for the regions were approved by the NSDC in March 2026. They envisage the protection of key facilities, the creation of backup energy supply sources, and the preparation of the infrastructure for possible new Russian attacks.
