NSDC approves Kyiv Resilience Plan ahead of heating season

The National Security and Defense Council approved the Kyiv Resilience Plan ahead of the autumn-winter period of 2026/2027. The implementation of the measures provided for in the document has already begun, Ukraine's Interior Minister Ihor Klymenko reported.

The plan is to prepare the capital for possible new Russian attacks on energy and other critical infrastructure. In particular, the authorities must ensure uninterrupted operation of power supply, heating and water supply systems in the event of damage to individual facilities.

Special attention is paid to the engineering protection of critical infrastructure, strengthening air defense and developing a network of shelters. Klymenko noted that some of the projects are being implemented with the participation of international partners, but the pace of creating safe places for the population needs to be accelerated.

The decision was made at an NSDC meeting chaired by President Volodymyr Zelenskyy. The participants reviewed the implementation of comprehensive resilience plans for the regions and heard reports from government representatives, heads of seven regional military administrations, as well as the mayors of Kyiv and Lviv.

Following the inspection, some cities and regions were found to be lagging behind the approved schedules. The managers responsible for implementing the plans were warned of personal responsibility for the timely preparation of infrastructure.

The NSDC approved comprehensive resilience plans for most regions and major cities in March 2026. Kyiv was then given additional time to prepare its own document. The plans provide for the restoration of damaged facilities, creation of reserve capacities and improvement of the resilience of life support systems.

According to Klymenko, the remaining time until the start of the heating season must be used to complete the priority works. The specific list of facilities and protective measures is not publicly disclosed for security reasons.
