Consulates simplify verification of military registration documents for Ukrainians

Ukrainian men aged 18 to 60 no longer need to generate an electronic military registration document in "Reserve+" no earlier than 72 hours before visiting an embassy or consulate.

Under the new rules, to obtain a consular service, it is sufficient to present an electronic military registration document that is valid at the time of applying to the diplomatic mission.

The verification procedure was approved by Cabinet of Ministers Resolution No. 981 of July 29, 2026. The requirement to provide a military registration document during martial law continues to apply to men aged 18 to 60.

When a consular service may be refused

A consular action will not be performed if:

  • the applicant did not present a valid electronic military registration document;
  • during verification, it is discovered that the document is invalid or the information in it needs to be updated;
  • the e-MRD lacks confirmation of the citizen's personal data relevance.

Who does not need an e-MRD

The military registration document will not be required during:

  • issuance of an identity card for returning to Ukraine;
  • consular actions concerning children of Ukrainian citizens, if the other parent is a foreigner or a stateless person;
  • handling applications of Ukrainian citizens who are under arrest, detained, or deprived of liberty abroad.

How to update data without "Reserve+"

The Ministry of Foreign Affairs and the Ministry of Defense plan to introduce by the end of 2026 the possibility of updating military registration data through Ukrainian embassies and consulates. To do this, a citizen will need to register on the consular list or update the information already entered there.

Men who cannot log in to "Reserve+" due to the lack of a taxpayer identification number can personally apply to the nearest embassy or consulate. Obtaining the number will be available through the "e-Consul" system.
