Kyiv prepares plan for temporary evacuation of residents in case of prolonged heating outages

Kyiv has begun to compile lists of residents with limited mobility who may need temporary evacuation in the event of prolonged heating outages caused by Russian attacks.

Marina Honda, Deputy Head of the Kyiv City State Administration, told Ekonomichna Pravda about this.

It primarily concerns single elderly people, people with disabilities, and families raising children with disabilities. Relevant notices have already begun to appear in buildings in various districts of the capital.

Compiling these lists is a preparatory measure in case of an emergency. No decision on mandatory evacuation of residents has been made.

Why the city is updating the lists

According to Honda, the need for additional registration of vulnerable residents became apparent after last winter. City services discovered that many people with limited mobility actually reside at addresses different from their official registration.

In particular, some internally displaced persons are registered in one district of Kyiv but live in another. As a result, district services do not have complete information about people who might need assistance during prolonged heating outages.

This work is being carried out in all districts of the capital. Representatives of city services must establish direct contact with potentially vulnerable residents and find out whether they have alternative housing where they could move independently in case of an emergency.

Accommodation locations are still being determined

The Kyiv City State Administration is simultaneously compiling a list of facilities where people could be temporarily sheltered during prolonged heating outages. There is currently no finalized list of such places.

Once the list is approved, the city authorities will offer available options to those residents who will not be able to relocate to alternative housing on their own.

Different population groups are planned to be housed separately to consider their needs. The administration explained that it is impossible to accommodate all potential recipients of aid in one place.

The goal of the preliminary registration is to determine the actual number of people who might need assistance in winter and to prepare the necessary accommodation for a possible emergency.
