NABU and SAP complete investigation into the 'Stolychny' market case
NABU and the Specialized Anti-Corruption Prosecutor's Office have completed the pre-trial investigation into the possible misappropriation of 18 hectares of state land with a market value of over UAH 160 million. Among the suspects in the case are former Party of Regions MP Yuriy Ivanyushchenko, Kyiv developer Vladyslava Molchanova, individuals associated with them, and the former head of the regional office of the State Geocadastre.
The materials of the criminal proceedings have been opened for the defense to review. The land in question belongs to the wholesale agricultural market "Stolychny" in the suburbs of Kyiv.
The investigation alleges a scheme involving 18 hectares of land
According to the investigation, the events began in the spring of 2021 during a corporate conflict between the former MP and the developer over control of the market. NABU states that a plan was formulated to transfer part of the market's assets to controlled legal entities and individuals.
The investigation established that officials of the Main Directorate of the State Geocadastre in Kyiv Oblast made changes to the State Land Cadastre. This, according to NABU, allowed the agency to dispose of a land mass of over 150 hectares, on which the market is located.
Subsequently, the plot was leased to a company that the investigation links to the developer. After that, the head of the company renounced part of the leased land in favor of nine predetermined individuals.
Based on the order of the acting head of the regional office of the State Geocadastre, these individuals received nine plots totaling 18 hectares. NABU believes that the transfer of land occurred in violation of land legislation.
Subsequently, the plots were sold through transactions that the investigation considers fictitious to three companies associated with the developer. Law enforcement estimates the market value of the land at over UAH 160 million.
The case includes an agreement on land development
According to NABU, later the parties to the corporate conflict agreed on joint use of the land mass. The Bureau reports that a memorandum was signed between the developer and the former MP, which, in particular, provided for the possibility of using the territory for development.
In September 2021, a trustee of the former MP became a beneficial owner of the companies that owned the disputed land plots. Further disposal of this land was subsequently blocked by imposing a seizure at the request of the prosecution.
Notices of suspicion were announced in 2025
In September 2025, the former MP, two individuals associated with him, the developer, her trustee, and the former head of the regional office of the State Geocadastre were notified of suspicion. The actions of the suspects were classified under articles on misappropriation of property in especially large amounts and legalization of property obtained by criminal means.
Yuriy Ivanyushchenko had previously been put on the wanted list. In October 2025, the High Anti-Corruption Court selected a pre-trial restraint in the form of detention for him in absentia in this proceeding.

The completion of the pre-trial investigation does not mean that the suspects are guilty. According to the Constitution of Ukraine, a person is considered innocent until their guilt is proven in the manner prescribed by law and confirmed by a court conviction.
