Zelensky announces a joint plan with partners to end the war

Ukraine has agreed with key partners on a common approach to ending the war with Russia. Kyiv expects to act jointly with European countries and the United States, President Volodymyr Zelensky said.

According to the head of state, Ukraine's position is that ending the war should lead to lasting peace and not create conditions for a new Russian attack. Therefore, security guarantees remain one of the central issues.

Zelensky emphasized that Ukraine does not consider the negotiation process separately from its partners. Kyiv coordinates its positions with European countries and the US, because future agreements will have consequences not only for Ukraine, but also for the security of all of Europe.

What the common approach of Ukraine and partners envisages

The main parameters of a possible settlement were set out by Ukraine, the United Kingdom, France and Germany in a joint position published in June. The first step should be an immediate and complete ceasefire.

The second principle provides that the current line of contact should be the starting point for further negotiations. At the same time, the partners emphasized that international borders cannot be changed by force, and Ukraine retains the right to independently determine its foreign policy and security mechanisms.

Another key condition is reliable and legally binding security guarantees that should come into effect after the ceasefire. They should be based on previously reached agreements between Ukraine and its partners and provide for mechanisms capable of deterring Russia from a new attack.

In addition, Russian assets should remain frozen until the aggression ends and the damage caused to Ukraine is compensated. Any future agreements should also take into account the interests of European security.

Negotiations require coordination with US and Europe

Ukraine advocates a diplomatic end to the war and a direct negotiation process with Russia with the active participation of the US and European states. Kyiv insists that decisions concerning Ukraine cannot be made without its participation.

Previously, Zelensky repeatedly stated that the first practical step towards peace negotiations should be a cessation of hostilities. After that, the parties can move to discuss political settlement and long-term security guarantees.

At the same time, the agreed position of Ukraine and its partners is not yet a peace agreement with Russia. For actual cessation of the war, appropriate agreements with the Russian side and implementation of the reached conditions are necessary.
